Context:
IOM has been engaged in migration management in Guinea for over two decades, supporting both national authorities and vulnerable populations through various programs in migration, development, and humanitarian sectors. The Project Manager (Resilience and Livelihood) will oversee the design and implementation of resilience and livelihood programs targeting youth, marginalized populations, and communities, particularly those living in border areas, in the context of migration, returnee integration, and socioeconomic recovery. These efforts will aim to reduce vulnerabilities and enhance sustainable livelihoods for populations affected by migration, conflict, and other challenges in Guinea.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Programmes, the Project Manager (Resilience and Livelihood) will be responsible for overseeing resilience and livelihood program activities, particularly those focused on migration, labor mobility, youth employment, and communities residing in border areas.
Core Functions / Responsibilities:
- Develop and ensure the implementation and monitoring of resilience and livelihood program activities, with a focus on improving economic opportunities and strengthening resilience for vulnerable populations, including returnees, migrants, youth, and communities living in border areas.
- Identify opportunities for improving the resilience of communities affected by migration, economic shocks, or displacement, with a focus on border populations and areas of high vulnerability.
- Promote initiatives that contribute to build community resilience, including through education, job creation, and access to essential services such as health care and social protection in border regions.
- Ensure that program activities are delivered on time, within budget, and according to agreed-upon objectives. Conduct field visits, particularly to border regions, and ensure that program outputs meet quality standards and are aligned with the expected results.
- Coordinate with local and national stakeholders to promote the integration of migration into national development plans and frameworks, particularly focusing on youth employment, livelihoods, and border communities.
- Establish and maintain strong relationships with key government stakeholders, local authorities, international partners, and the private sector to foster collaboration and program alignment with national priorities.
- Collaborate with relevant national institutions to enhance capacity for designing and implementing migration-sensitive policies and programs, especially in areas near national borders.
- Ensure program activities are in line with IOM’s policies, standards, and operational procedures, and are responsive to the needs of affected populations, especially those living in border areas.
- Design and implement Monitoring and Evaluation (M&E) frameworks for resilience and livelihood programs, ensuring that program outcomes and impact are assessed regularly.
- Adjust programs as necessary to respond to emerging challenges or opportunities based on monitoring data and feedback from beneficiaries, particularly from border communities.
- Provide technical assistance and capacity building to government authorities, partners, and local stakeholders involved in implementing livelihood and migration programs.
- Conduct trainings and workshops to enhance staff capacity in areas such as livelihoods, resilience-building, migration integration, and youth employment, with a focus on border areas.
- Promote the development of sustainable local economies through skills development, income-generating activities, and economic diversification for youth, especially in border regions.
- Prepare regular program reports, including success stories, case studies, and quantitative data to be shared with donors, partners, and IOM management.
- Work with the IOM Communications team to produce materials that highlight program achievements and lessons learned, particularly in border areas.
- Facilitate knowledge-sharing and ensure that best practices are integrated into program design and implementation.
- Integrating IOM’s cross-cutting priorities, such as integrity, transparency, and accountability (including Accountability to Affected Populations (AAP)); equality, diversity, and inclusion (including age, gender, and diversity considerations, comprising of Gender-Based Violence (GBV) risk mitigation and disability inclusion); conflict sensitivity; protection centered (including the Prevention of Sexual Exploitation and Abuse (PSEA)); and considering environmental sustainability.
- Perform other duties as assigned by the Chief of Mission or Head of Programmes, ensuring that activities are in line with organizational goals and the program’s objectives.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Minimum of five years for Master’s degree holder (at least seven years for University degree holder) proven experience in managing livelihood and resilience-building programs, especially in migration, economic recovery, or youth employment;
- Proven experience in project management, including the oversight of budgets, human resources, and program design; and,
- Experience working with national governments, local authorities, and international partners on migration and livelihood-related interventions.
Skills
- Demonstrated understanding of the socio-economic context of migration, youth unemployment, border communities, and the challenges of reintegration and sustainable development in Guinea, and in West Africa countries;
- Extensive project management and coordination skills, including ability to handle multiple tasks and meet tight deadlines;
- Excellent analytical, communication, and report-writing skills;
- Ability to work effectively with diverse stakeholders, including government officials, development partners, local organizations, and affected communities;
- Familiarity with IOM’s operational procedures, guidelines, and frameworks; and,
- Knowledge of the migration-development nexus and migration-sensitive programming.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
