GBV Response Assessment and Enhancement
UNFPA Country Office Philippines – Manila
Background and Purpose of consultancy (IC):
The United Nations Population Fund (UNFPA) is dedicated to advancing gender equality and empowering marginalized populations, particularly women and girls disproportionately affected by gender-based violence (GBV). UNFPA Philippines’ 9th Country Programme (CP) focuses on enhancing GBV prevention, response, data utilization, and coordination across all its programmatic areas. This commitment aligns with UNFPA’s GBV Operational Plan (2022-2025), “Flourish,” which envisions a world free from GBV through a comprehensive approach encompassing prevention, response, the creation of enabling environments, and robust data utilization.
UNFPA’s response programming is firmly grounded in a survivor-centered approach, placing survivors at the heart of every action and decision. This means empowering survivors to make informed choices about the services they access and the information they share, ensuring they are treated with dignity and respect. Recognizing the multi-sectoral nature of GBV services, UNFPA invests in strategic partnerships to facilitate survivors’ access to high-quality, contextually relevant GBV case management.
Furthermore, UNFPA emphasizes the critical role of data and research in improving the lives of women and girls. The organization is deeply committed to the safe and ethical collection, analysis and use of data and evidence, grounded in the imperative to do no harm and guided by international standards and best practices, including through the kNOwVAWdata Initiative and the GBV Information Management System.
To strengthen these efforts, UNFPA Philippines seeks a consultant with expertise in GBV response and data analysis to promote evidence-based programming. The consultant will play a vital role in supporting the evaluation of interventions and providing technical guidance on the safe and ethical collection of GBV data for informed decision-making.
The primary objective of this consultancy is to provide support in the realization of UNFPA Philippines’ CP9 Implementation Plan through overseeing the baseline researches, assessing current state of GBV services and engaging with strategic partners in strengthening GBV response, case management and information management system.
