Duties and Responsibilities

Background: The United Nations Human Settlements Programme, UN-Habitat, is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for urbanization and human settlement matters within the UN system. The Agency also contributes to national and local governments in laying the foundation for sustainable urban development. UN- Habitat envisions well-planned, well-governed, and efficient cities and other human settlements, with adequate housing, infrastructure, universal access to employment and basic services such as water, energy, and sanitation. This national consultancy post for project officer is primarily created to contribute to the UN-Habitat- Land, Housing and Shelter Section (LHSS) and Global Land Tool Network (GLTN)’s interventions in Uganda. The LHSS, within the Urban Practices Branch of UN-Habitat, hosts the secretariat of the GLTN which is a network of over 80 international institutions that was established in 2006 and since then, has been working to promote secure land and property rights for all, through the development of pro-poor fit- for-purpose and gender-responsive land tools within the continuum of land rights approach. Since 2012, GLTN has started working at the country level to test and implement developed land tools and approaches, contribute to land policy development and implementation, undertake capacity development initiatives and awareness and knowledge building initiatives in collaboration with government authorities and partners. This consultancy mainly aims to contribute to the implementation of the “Scaling up Community-based Land Registration and Land Use Planning in Customary Land in Uganda” project which aims to contribute to the development of a structured and scalable approach towards improved tenure security and sustainable land use for men, women, and youth on customary land, in a participatory way. The five (5) year project started in September 2021 and has three (3) main outcomes: a) Improved tenure security for men, women, and youth b) Inclusive, climate-smart, and sustainable land use plan c) Improved capacity and awareness of key land stakeholders on customary land registration and land use planning The project interventions are contributing to the objectives of the RVO managed Land-at-Scale Programme and the efforts to improve food security and rule of law of the Embassy of the Kingdom of the Netherlands in Uganda. The project is also scaling up a successful pilot project on “Securing Land Tenure for Improved Food Security in Select Areas in Uganda” as funded by the Embassy of the Kingdom of the Netherlands. Responsibilities: Under the overall supervision of the Chief, Land, Housing and Shelter Section, or any authorized staff, under the Urban Practices Branch of UN-Habitat, the consultant “Project Officer” is expected to provide technical and coordination management in the implementation of country programmes of the UN-Habitat/Global Land Tool Network (GLTN) in Uganda, particularly in the implementation of “Scaling up Community-based Land Registration and Land Use Planning in Customary Land in Uganda” project. The national consultant will be responsible for the following tasks and responsibilities: 1. On Programme Implementation • Provide technical and coordination support to the implementation of various UN-Habitat and GLTN’s related land-use planning programs and interventions in Uganda including on planning, coordination, and monitoring of implementing partners’ work programs. • Provide technical support to the implementation of sustainable wetland management interventions in Uganda. • Provide technical and coordination contribution in the implementation of guidelines for tenure responsive land use planning. 2. On Tools Implementation and Documentation • Provide technical and coordination support to the implementing partners in the use and application of GLTN land tools and approaches towards improved tenure security and sustainable land use. • Support documentation of best practices, lessons learned, and in implementing land tools in relation to tenure responsive land use planning. • Provide technical contribution in developing user manuals and training materials for on tenure responsive land use planning guidelines. 3. On Capacity Development and Awareness Building • Provide technical contributions in designing and conducting workshops and training events on land use planning and sustainable land management. • Prepare materials, presentations, and reports on project activities and outcomes. 4. Knowledge Management and Reporting • Provide technical contribution in developing and maintaining a knowledge management system for capturing and sharing project data, reports, and lessons. • Technical support documenting lessons learned and contributed to knowledge dissemination across project stakeholders.

Qualifications/special skills

First level University Degree in urban and regional or/and spatial planning, urban management, urban design, land management, geography, social sciences, or related fields required. A minimum of two years’ experience in addressing land use planning issues in developing countries particularly in Uganda is required. Experience on project coordination, knowledge management and capacity development on land-related issues is highly preferred. Knowledge in land use planning related tools, good practices and innovations is desirable. Experience in coordination and implementation of multi-stakeholder project partnerships is preferred. Previous working experience with international organizations is desirable.

Languages

Fluency in English (both oral and written) is required. Knowledge of the other UN languages is an added advantage.
