This position is located at the Regional Office for Southeast Asia and the Pacific (ROSEAP) of the United Nations Office on Drugs and Crime in Bangkok, Thailand. The incumbent will work under the overall guidance of the ROSEAP Programme Coordinator, and the direct supervision of the Drug Control Officer (Head of Drug Team), with additional substantive guidance from the Chief of the UNODC Drugs, Laboratory and Scientific Services Branch at UNODC headquarters (HQ) in Vienna. Responsibilities
The incumbent will perform the following specific duties: • Maintain a current knowledge of substantive and operational developments in the areas of drug prevention and treatment, as well as HIV prevention and related trends, at national, regional and international levels; • With key counterparts in Southeast Asian and Pacific countries, design, implement and monitor all drug demand reduction (DDR) and HIV prevention and treatment activities. This involves, inter alia, the identification of problems and issues to be addressed and recommendations of corrective actions; • Develop project/programme annual workplans in line with the Sustainable Development Goals, and the UN General Assembly’s and Commission on Narcotic Drugs’ outcome documents, international standards and guidelines related to DDR and HIV in Southeast Asian and Pacific member states; • Provide support to the implementation of all DDR and HIV prevention related to the Mekong Memorandum of Understanding’s Action plans; • Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, communication/visibility material and reporting, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, toolkits, etc.; • Provide substantive support to policy coordination, including to the review and analysis of emerging issues and trends, and provide technical support to member states thereon; • Serve as the regional focal point for matters pertaining to UNODC’s mandates on DDR (prevention and treatment) and on HIV (prevention and people who use drugs) and provide guidance to personnel working on these matters in the region; • Provide administrative and substantive support to consultative and other meetings, conferences including proposing agenda topics, identifying and nominating participants, preparation of background documents and presentations, support the handling of logistics; • Undertake outreach activities: participate in the development of training workshops, seminars; participate in and make presentations on assigned topics/activities; where relevant conduct trainings on relevant topics; • Participate in field missions, including provision of substantive and administrative support, data collection; • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget); • Contribute to resource-mobilization efforts for regional activities in the drugs and health space; • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in public health, social and behavioural change communication, social science, political science, development cooperation or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible professional work experience in the management of programmes on public health or communication for social change is required. Work experience in the areas of drugs and health, and of related capacity-building, at the national or international level is required. Work experience in drug prevention and treatment in development contexts is required. Work experience with governmental or intergovernmental health-related institutions is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year.
