How can you make a difference?

UNICEF East Asia Pacific Regional Office (EAPRO) is developing a Regional Programme “Mainstreaming Climate-Smart Social Services in the East Asia Pacific Region” for 14 countries in the region, for which Thailand is included. The Programme aims to finance climate-smart social services as a new asset class in climate finance in line with the Intergovernmental Panel on Climate Change’s Shared Socio-Economic Pathways. A Concept Note is being elaborated and program preparation expected to start in 2025. To support the programme preparation, UNICEF Regional Office for East Asia and the Pacific recruited an international consulting firm to develop the Programme Proposal.

UNICEF Thailand Country Office is recruiting a National Consultant to ensure an effective liaison and coordination between the National Designated Authority (NDA) to the Green Climate Fund (GCF), the designated line ministries and government agencies, the UNICEF country and regional offices, and the international consulting firm.

 

Programme Area and Specific Project Involved:

• Climate-Smart Education: Support the integration of climate change into teaching, learning and curriculum, which aligns/complements competency-based education, is measurable, and scalable through available education service delivery mechanisms.

• Meaningful Children and Young People’s Participation: Working with government and children and youth networks to enhance meaningful participation of children and young people in national climate policies and plans to reflect their distinct needs, and to support the development of necessary participation mechanism including climate actions.

• Social protection: Explore the area of climate resilience through social protection in Thailand to support children and families during increasingly frequent climate-induced disasters, as well as provide other necessary support to ensure children’s adaptive capacities, mental health, and overall well-being.

Work assignment and deliverables:

The Consultant will be responsible for the following tasks:

  • Work with International consulting firm to develop the full budgeted GCF Programme Proposal for Thailand, according to GCF criteria.
  • Under UNICEF leadership, act as the focal point between the NDA, the government agencies, key sector stakeholders, UNICEF country and regional offices, and the international consulting firm. This requires attending in-person meetings with the NDA, UNICEF, and other stakeholders.
  • Coordinate and facilitate meetings, discussions, and workshops among all parties, ensuring that programme preparation objectives are met, and consensus is reached.
  • Maintain continuous communication with all stakeholders -including children and young people at critical steps, representatives from communities, women’s groups and organizations of persons with disabilities – to ensure coherence and avoid discrepancies. Address queries, concerns, and feedback from stakeholders promptly and effectively.
  • Manage the collection, analysis, and sharing of relevant data, information, and documents among stakeholders, including records.
  • Ensure the confidentiality and security of all project-related information.
Deliverable Date
• Workplan developed indicating timelines to coordinate the meetings between NDA, stakeholders, line ministries on project preparation for Thailand.

• Participate in the country’s inception meeting for climate change proposal development.

• Coordinate the follow-up meetings with NDA and relevant parties as required.

• Draft concept note developed on proposed climate interventions for Thailand.

• Coordinate and facilitate meetings with NDA and potential executing entities to communicate on proposed climate interventions for Thailand

• 1st draft GCF project proposal incorporating feedback from stakeholders

• Coordinate with NDA for No-Objection Criteria Assessment for project proposal in coordination with international consulting firm.

• Facilitation and organization of a follow up in-country workshop with relevant stakeholders, if necessary.

•   2nd draft of project proposal incorporating feedback from stakeholders

• Draft executive summary for the project proposal, in both Thai and English

• Draft letter of intent developed for relevant Ministries and other executing entities as required.

• Coordinate with executing entities for letter of intent endorsement.

• Final GCF project proposal and all relevant supporting document submitted.

• Facilitate and submit relevant documents to the NDA

• Prepare any additional supporting documents required by the NDA.

Duty Travel: No in-country travel is anticipated.


To qualify as an advocate for every child you will have…

  • An advanced degree in Climate Studies, Environmental Science, Social Sciences, Project Management, or related fields.
  • A minimum of 7 years of experience in project coordination or management, preferably in climate-related projects with international financing institutions.
  • Proven experience in liaising with government bodies, financiers, and consulting firms
  • Proven experience working in (one or more) social sectors (WASH, Education, Social Protection, Adolescent Development, Health, etc)
  • Excellent communication (Thai and English), negotiation, and stakeholder management skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
