JOB DESCRIPTION

FHI 360 seeks a State Learning Lead for the Region 2 Comprehensive Center (R2CC) in Puerto Rico. The U.S. Department of Education Comprehensive Center Network is

made up of one national center, 14 regional centers, and four content centers. The regional centers provide capacity-building services directly to state education agencies to identify, implement, and sustain effective evidence-based practices that support improved educator and student outcomes. The newly organized R2CC, managed by FHI 360, will serve the territories of Puerto Rico and the United States Virgin Islands. The Learning Lead will play a crucial role in driving the success of R2CC projects aimed to increase the capacity of the Puerto Rico Department of Education (PRDE), specifically building talent, organizational structures and systems, policy leadership and resource capacity. In collaboration with the co-directors and the senior capacity building advisor, this person will also coordinate subject matter experts who are implementing the work on the ground with project stakeholders from educational institutions, government agencies, non-profits, and community groups. This individual will be responsible for leading the planning and delivery of professional learning and technical assistance efforts, facilitating collaborations, and ensuring that partnerships align with our project goals of improving educational practices and student achievements. This person will work closely with the Puerto Rico engagement and partnership lead to strengthen and broaden partnerships and collaborations and make sure projects lead to sustainable outcomes. This will be a part-time position working 24 hours a week.

Collaboration with Educational Agencies:

  • Work closely with state educational agencies (SEAs), local educational agencies (LEAs), local partners and local educational institutions to align project activities with existing educational policies and priorities.

Project Design and Implementation:

  • With subject matter oversight, provide content leadership in design, development, planning, implementation; and capacity- building of specific components of projects.
  • ​Create content expertise on portions of the project plan, within the given resource and financial constraints.
  • Lead the day-to-day learning activities of assigned projects.
  • Track delivery of project outputs.
  • Develop and implement professional learning and capacity building interventions.
  • Identify strategies to address training gaps.

Relationship Management:

  • Identify, engage, and manage relationships with key stakeholders invested in learning outcomes, ensuring their active participation and support for project initiatives.

Partnership Development:

  • Work with the engagement and partnership lead to develop and maintain strategic partnerships with a variety of organizations and entities to support project objectives, including resource sharing, joint programming, and professional learning efforts.

Community Outreach:

  • Lead community outreach efforts to raise awareness about the project, solicit community input, and foster a collaborative environment for education reform.

Reporting and Evaluation:

  • Work with the CI team to monitor and report on the progress of learning and professional learning activities, assessing their impact on project outcomes and making recommendations for improvement.

  • Reports to Senior Advisor of Teaching and Learning.

Education:

  • Master’s degree in a related field preferred.

Experience:

  • Minimum of 8 years of experience in leading educational capacity building, content design and development, partnership development, or community outreach, preferably in the education sector or related fields.
  • Demonstrated ability to build and maintain relationships with a wide range of stakeholders, including government officials, educators, and community leaders.
  • Strong understanding of the education landscape in Puerto Rico including challenges and opportunities for reform.
  • Excellent communication, negotiation, and interpersonal skills, with the ability to engage effectively in both English and Spanish.
  • Proven ability to work independently and as part of a team, managing multiple priorities in a dynamic, fast-paced environment.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% – 25%

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $115,000 – $135,000

International hiring ranges will differ based on location.
