Cadre Organisationnel :

Ce poste est à pourvoir au sein de l’unité Programme du bureau de terrain du PAM, à Guéckédou. Le/la titulaire relèvera directement de l’Adjoint aux programmes ou de la personne désignée.

Objectif Recherché :

Assurer des activités de suivi dans la zone d’intervention considérée et communiquer des rapports pour aider à mener des programmes d’assistance de manière efficace.

Description des Tâches :

PRINCIPALES FONCTIONS ET RESPONSABILITÉS (liste indicative et non exhaustive):

  • Vérifier les mouvements et les distributions planifiés d’articles alimentaires ou non alimentaires et communiquer les problèmes ou les écarts au ou à la responsable hiérarchique, afin de trouver une solution rapidement et de s’assurer que la quantité distribuée et les opérations de distribution sont conformes aux normes du PAM.
  • Gérer les fichiers d’information et les documents relatifs au plan de suivi, comme les enregistrements des mouvements des produits et les listes de vérification concernant les programmes, afin d’aider à livrer et à distribuer les articles alimentaires et non alimentaires de manière efficace.
  • Regrouper les données relatives aux programmes d’assistance conformément aux orientations claires qui ont été données, afin de faciliter l’examen des programmes et la prise de décisions en connaissance de cause.
  • Assurer la liaison avec les partenaires coopérants et les collègues afin d’obtenir des informations en retour et des observations susceptibles d’être utilisées pour faciliter l’examen des programmes et améliorer les services.
  • Recevoir et regrouper les observations et les informations en retour communiquées par les partenaires coopérants et les bénéficiaires, afin de détecter des problèmes éventuels et de favoriser la conduite d’opérations efficientes.
  • Donner aux partenaires coopérants des orientations sur les pratiques opérationnelles ainsi que sur les outils et les méthodes de suivi du PAM pour les aider à effectuer des tâches d’autosurveillance et contribuer à rendre le PAM visible dans les zones d’intervention.
  • Établir des rapports de mission pour décrire la mise en œuvre des programmes.
  • Appliquer les processus et les procédures qui ont été définis pour la fourniture de l’assistance alimentaire d’urgence.

QUALIFICATIONS:

Education:

  • Achèvement des études secondaires. Un certificat d’études post-secondaires en Sciences Sociales, Statistiques, Economie ou Etudes de Développement.

Experience:

  • Au moins cinq ans d’expérience de travail continu dont au moins trois dans l’analyse des données sur les produits et les effets directs, le suivi des projets, le traitement, la conception et la présentation des données statistiques.

Connaissances & Compéténces:

  • Connaissance générale des systèmes et des normes du PAM en matière de suivi et d’évaluation.
  • Programme/projets de développement communautaire, nutrition, cantines scolaires, achats locaux ou transfert monétaire.
  • Maitrise de l’informatique (Word, Excel, Internet, Logiciels comptables) ;
  • Bonnes capacités de communication et d’habilité à présenter clairement des méthodologies.

Langues: Maîtrise du Français (oral et écrit). Niveau intermédiaire en Anglais et connaissance des langues locales seraient un atout.
