The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. The Regional Advisor is expected to enhance ESCWA’s technical assistance and policy support to member States especially those in conflict in the area of conflict resolutions, stabilization, recovery and Political Economy. The Regional Advisor is also expected to enhance ESCWA’s visibility in these areas. The Regional Advisor will report to the Executive Secretary.
Responsibilities
Within delegated authority, the Regional Advisor will be responsible for the following duties: Strategic Leadership and Policy Development 1. Strategic Planning: • Develop and implement a regional strategy for stabilization, and political economy aligned with ESCWA’s mandate and the UN Sustainable Development Goals (SDGs). 2. Policy Formulation: • Provide member states with evidence-based policy advice to enhance institutional resilience and economic governance. Program Design and Implementation 3. Program Oversight: • Design and oversee programs that address post-conflict reconstruction, stabilization, and economic reforms to support member States in fragile settings. • Integrate political economy analysis into ESCWA’s broader policy frameworks. 4. Resource Mobilization: • Identify funding opportunities and develop partnerships with donors to sustain regional initiatives. Advocacy and Stakeholder Engagement 5. Partnership Building: • Forge strong relationships with regional organizations, civil society, academia, and private sector stakeholders. • Represent ESCWA in high-level forums to advocate for political economy and stabilization. • Enhances visibility of ESCWA in areas of sustainable economic recovery and stabilization. 6. Capacity Development: • Support member states in building institutional capacities for conflict resolution, governance reform, and economic recovery. Research and Knowledge Management 7. Thought Leadership: • Produce cutting-edge research and publications on economic development and political economy in the Arab region. 8. Knowledge Sharing: • Promote the dissemination of best practices and lessons learned across member states. • Contributes to ensuring internal policy coherence and alignment of internal analytical approaches and methodologies, including use of consistent and reliable sources of data, articulation of key findings, and policy recommendations and communicating these in a clear and compelling manner. 9. Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, economics, business or public administration, and law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience working in political affairs and economy, international relations, conflict resolution, public policy and governance is required. Technical experience in Middle East regional economic and social dynamics is required. A minimum of 10 years of experience in working in the Arab region is required.
Languages
English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required. Knowledge of French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
