Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Introduction

The International Labour Organization (ILO) is the specialized UN agency for the world of work. It sets international labour standards, promotes rights at work, and encourages decent employment opportunities, the enhancement of social protection, and the strengthening of dialogue on work-related issues. The ILO is the only tripartite UN agency that brings together governments, employers, and workers’ representatives.

Indonesia became a member of the ILO in June 1950. The ILO Office in Jakarta works in close collaboration with its tripartite constituents and development partners to advance social justice and promote decent work through its Decent Work Country Programme (DWCP), which aligns with the priorities of Indonesia’s government. The DWCP outlines the ILO’s strategy in Indonesia, focusing on three priorities: i) Effective social dialogue that promotes sustainable businesses and workers’ welfare, including effective wage policies; ii) Job creation and youth employment, including the promotion of sustainable enterprises through better access to resources, higher productivity, and improved workplace practices; iii) Enhancing protection for vulnerable groups of workers.

The Country Office is supported by a pool of technical specialists, mostly grouped in the Decent Work Technical Support Team for East and South-East Asia and the Pacific, based in the ILO Regional Office for Asia and the Pacific in Bangkok. The Country Office also has a resident expert on financial inclusion, focusing on access to finance. For topics related to digital wage payments, the Global Centre on Digital Wages for Decent Work, hosted by the ILO Social Finance Programme within the Enterprises Department in ILO Geneva, provides technical support.

The ILO Global Centre on Digital Wages for Decent Work promotes the transition from cash to digital wage payments – that is, the payment of wages into bank accounts, mobile money wallets, or pre-paid cards – through research, evidence-based advocacy, capacity building for both employers and workers, and the development of inclusive digital payment ecosystems. The Global Centre seeks to enable workers globally, both women and men, to receive their correct wages and have better control over their financial lives, leading to greater resilience and economic opportunities. It also aims to enable small, medium-sized, and large enterprises in various economic sectors to better respect workers’ rights, formalize employment, and become more efficient and productive.

The Global Centre has country-level interventions in Cambodia, Indonesia, the Philippines, and Peru. In Indonesia, the Global Centre supports businesses and workers in addressing challenges related to the accessibility of financial services, product suitability, management capacities, and digital and financial literacy—factors that still limit the widespread adoption of digital wage payments, particularly in rural and peri-urban areas, as well as among smaller and informal enterprises.

In its initial phase, the Global Centre’s team in Indonesia engaged with key stakeholders, including the Indonesian Employers’ Association (APINDO), the Financial Services Authority (OJK), the Ministry of Manpower, Bank Indonesia, the Ministry of Cooperatives and MSMEs, as well as other employers’ and workers’ organizations and financial service providers. In collaboration with these partners, the team tested solutions to build capacity and promote the adoption of digital wage payments among smaller enterprises in Jakarta, West Java, and Central Java. The team also examined the challenges and developed strategies for supporting the digital financial onboarding of low-income workers, many of whom are part of the informal sector. Furthermore, they initiated discussions with financial service providers on key issues related to affordable financial services, focusing on bank accounts for low-income workers, payroll services for smaller businesses, and digital payments.

The main objective of the second phase is to develop strategies and partnerships that can scale up the responsible transition to digital wage payments.

Reporting Line

The Project Assistant will work under the supervision of the National Project Officer for the Global Centre on Digital Wages for Decent Work in Jakarta. He/she will collaborate with the team of another project on SMEs and access to finance in the ILO Country Office in Jakarta and receive technical guidance from the managing team of the Global Centre on Digital Wages for Decent Work in Geneva. The incumbent will also coordinate with and receive guidance from relevant ILO administrative, programme and finance support areas within the Country Office.

Description of Duties

The Project Assistant will be responsible for providing efficient and effective administrative support for the activities of the ILO Global Centre on Digital Wages for Decent Work in Indonesia. Additionally, he/she will support the technical activities aimed at promoting the transition to responsible wage payments in Indonesia, carried out by the National Project Officer.

In particular, the incumbent will:

  • Provide assistance in the formulation of the project’s work plan and the effective implementation, communication, and monitoring of project activities, in line with ILO policies, project strategies, and in accordance with ILO guidelines and procedures.
  • Assist in the programming of project resources and preparation of budget estimates, analysing and monitoring the status of resources in comparison to planned activities.
  • Serve as the focal point for project administrative and financial matters. Initiate requests, ensure terms of reference (TOR) in line with project objectives, obtain necessary clearances, process and follow up on administrative actions.
  • Initial review for the technical and financial reports, proposals, and expenditure data received from consultants and implementing partners to ensure conformity with agreed deliverables, approved budgets, and ILO financial rules and regulations.
  • Liaise with project partners and consultants and attend meetings with project stakeholders to provide and gather information.
  • Assist in organize information and maintain databases on digital wage payments in Indonesia and related topics, such as financial inclusion of workers, digital financial services, financial consumer protection, payment systems, wage policies, social protection policies, gender equality, women’s economic empowerment, business formalization, and small enterprise development. This includes gathering reports, academic papers, regulations, and quantitative data.

  • Perform preliminary analysis of collected information and data, including identifying priority issues and potential technical assistance needs for possible inclusion in project briefs and reports.
  • Draft and/or translate press releases and news articles on project activities, official correspondence, and other documents and public information materials. Assist in the preparation of briefs, periodical reports, training and capacity-building guides, manuals, working papers, case studies, etc.
  • Participate in missions to monitor and report on program implementation.
  • Support monitoring and evaluation activities by maintaining and updating databases of enterprises and workers supported by project activities, as well as of certified trainers and partners, to measure outreach.
  • Provide support in organizing virtual and in-person seminars, workshops, training sessions, and meetings to raise awareness of wage payment digitization, disseminate knowledge, and build the capacities of enterprises, workers, government officials, and financial service providers.
  • Perform other tasks as assigned by the National Project Officer and the Global Centre managing team to support the project and contribute to ILO Country Office activities

Required qualifications

Education

Completion of secondary school education.

Experience

At least seven years of project administration work experience. Experience working in projects in the fields of enterprise development, financial inclusion, digital financial services or digital payments, and women’s economic empowerment would be an asset.

Languages

Excellent command of English and Bahasa Indonesia.
