JOB DESCRIPTION

 

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for some of the largest development programmes in the country. In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug-resistant malaria in the greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Project Information

LIFT is embarking on a new strategic period for 2024-2028. The LIFT 2024-2028 Strategy builds on the achievements of LIFT’s experience as well as recent adaptations and learning in the face of a changing and dynamic context. The new Strategy outlines an approach to tackle structural drivers of poverty and vulnerability, while also considering immediate interventions to secure and maintain Myanmar’s previous development gains. LIFT has proven itself as a key delivery partner across Myanmar’s changing contexts – ranging from post-Nargis recovery, a time of political transition, and relief support during COVID-19. LIFT is managed by the United Nations Office for Projects Services (UNOPS) and has received funding from 16 international donors. The current donors are the United Kingdom, the European Union, Switzerland, Australia, the United States of America, Canada, New Zealand, Norway, and Denmark.

 

 

Under the direct supervision of the Deputy Fund Director, the Knowledge Management Senior Officer will be responsible for contributing to the design and implementation of Knowledge Management (KM) activities within LIFT, in line with the LIFT 2024-2028 Strategy. The role involves the development and execution of KM initiatives that promote organizational learning, enhance collaboration, and foster continuous improvement across LIFT. The incumbent will be expected to provide substantive input into the design of KM frameworks, tools, and methodologies while also ensuring their application across various LIFT programmes and teams.

The incumbent will contribute to the analysis, synthesis, and application of KM best practices, while providing direct supervision to the Knowledge Management Officer. They will also engage with internal and external stakeholders to ensure that LIFT’s knowledge management systems and practices align with best standards and contribute to the achievement of the Fund’s objectives.

 

1. Contribute to Strategic Knowledge Management

  • Contribute to the formulation and implementation of LIFT’s Knowledge Management strategy, ensuring its integration into LIFT’s broader 2024-2028 Strategy.
  • Analyze current knowledge management needs, opportunities, and challenges within LIFT and propose solutions that align with strategic goals.
  • Collaborate with the Deputy Fund Director and LIFT Senior Management Team to incorporate KM practices into LIFT’s planning, execution, and evaluation processes.

2. Knowledge Capture and Documentation

  • Provide substantive input to the development of frameworks and tools for capturing lessons learned, good practices, and innovations from LIFT programs and initiatives.
  • Supervise the process of documenting and synthesizing critical knowledge, ensuring that key lessons and insights are stored in accessible formats for future use.
  • Evaluate the relevance and applicability of existing knowledge products, making recommendations for revisions and improvements as necessary.

3. Knowledge Sharing and Stakeholder Engagement

  • Lead the development and management of Communities of Practice (CoPs) and KM networks to facilitate knowledge exchange and peer learning across LIFT and with external partners.
  • Engage with internal and external stakeholders to promote knowledge sharing and ensure that LIFT’s knowledge management systems are aligned with global best practices.
  • Provide expert advice and guidance on the integration of KM tools and resources into LIFT’s operational workflow.

4. Organizational Learning and Capacity Building

  • Contribute to the development of capacity-building plans aimed at strengthening LIFT’s staff capabilities in knowledge management and organizational learning.
  • Analyze existing learning processes within LIFT, identify gaps, and propose improvements that enhance the ability of teams to capture and apply knowledge in project design and delivery.
  • Support the design and delivery of training initiatives to build the capacity of LIFT staff in the use of KM systems and tools.

5. Monitoring, Evaluation, and Continuous Improvement

  • Contribute to the development of a KM monitoring and evaluation (M&E) framework to assess the effectiveness of knowledge management initiatives.
  • Analyze the performance of KM activities and identify opportunities for improvement or adaptation to new circumstances.
  • Provide recommendations for scaling best practices, optimizing KM systems, and improving organizational learning outcomes.

Education:

  • A Master’s degree preferably in Knowledge Management, Information Science, Communications, Business Administration, or similar fields is required.
  • A first-level university degree (Bachelor’s), preferably in the above fields with two (2) additional years of relevant experience, could be considered in lieu of a Master´s degree.

Experience:

  • A minimum of 2 years of experience in knowledge management, information management, project management, communications, or similar fields is required.
  • Experience in designing or delivering learning, capacity building, or similar activities/initiatives is required.
  • Experience in managing innovation processes or platforms is desirable.
  • Experience working with the UN or international organizations is highly desirable.
  • Experience in the usage of computers and office software packages (e.g. MS Office newer versions, Google Suite Applications) is required.

Language requirements:

  • Fluency in written and spoken English is essential.
  • Proficiency in Burmese is required.
  • Proficiency in other Myanmar languages is an asset.

Terms and Conditions
