JOB TITLE: Protection from Sexual Exploitation and Abuse (PSEA) Specialist
TYPE OF CONTRACT: Consultant- CST II
UNIT/DIVISION: Ethics Office/PSEA Unit
DUTY STATION (City, Country): Rome (or home-based) with up to 35% travel
DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP is committed to uphold a zero-tolerance policy to Sexual Exploitation and Abuse (SEA). WFP’s PSEA Policy–Executive Director Circular on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (PSEA) was adopted on 15 December 2014, and updated in 2023, and implements the United Nations Secretary-General’s Bulletin, Special measures for protection from sexual exploitation and sexual abuse (ST/SGB/2003/13).
In January 2024, WFP assumed the role of the Inter-Agency Standing Committee (IASC) Championship on Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH). As champion, WFP will lead and bolster the IASC’s collective efforts to achieve a humanitarian and development system free from all forms of sexual misconduct.
The Ethics Office (ETO) has been designated as the corporate focal point for matters involving sexual exploitation and abuse (SEA). The ETO PSEA Unit provides strategic direction and action on and for the the prevention and protection on SEA (PSEA) in WFP and in collaboration within the UN System and the humanitarian community and will be taking a technical lead role in supporting the Executive Director in the Championship role.
The Specialist (PSEA) will report to the Senior Advisor (PSEA) and work collaboratively with other members of the Ethics Office and other divisions/units in WFP and in the greater IASC members to contribute to safer programming and support humanitarian systems-level change.
The Ethics Office is seeking a deployable PSEA Specialist who will be recruited at the WFP HQ level to work with the PSEA Unit and lead support WFP high-risk field operations including through in-country Food Security Clusters (FSCs) and support global learning. The Specialist will be deployed to 2-3 WFP Country Offices.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. The Specialist will lead the workstream to provide support to high-risk field operations
2. Each deployment will include a risk analysis where the PSEA Specialist will assess needs, SEA risks, and opportunities to support the WFP country office and WFP-led clusters in each setting. Risk analysis will be conducted using internal and interagency PSEA risk assessment tools. Findings from these exercises will be used to inform the development of a global analysis tool to support Global learning and Capacity Building.
3. As part of the deployments, this position will conduct a context-specific PSEA pilot initiative with the aim of supporting field level coordination and exchange of tools, guidance, and best practices, including through the Food Security Clusters.
4. As part of the in-country pilots, this position will also lead on testing and capturing learning to disseminate learning from these pilots, including, but not limited to guidance notes, standard operating procedures, checklists, templates, case studies and online assets.
5. Interagency Coordination: Where relevant and applicable, when deployed, this position will engage closely with the in-country Interagency PSEA Coordinator and will also contribute to various PSEA thematic workstreams in relevant working groups, including Gender Based Violence Area of Work (GBV- AoR), Protections Cluster, etc.
6. As part of their deployment to hosting WFP Country Offices, this position will also lead on capacity building including PSEA training and briefing sessions to Country Office staff in-country and providing other support on an ad-hoc basis as well as support country offices to strengthen the inclusion of victim/survivor-centred approach into standard processes and mechanisms.

DELIVERABLES AT THE END OF THE CONTRACT:
– One strategy and implementation plan identifying key entry points and timelines.
– Deployment to 2-3 WFP PSEA high risk operations which include pilot initiatives to strengthen PSEA and in-country WFP Country Offices and FSC field coordination including a package of resources, tools, and a dissemination strategy to disseminate learning from these pilot initiatives
– Risk analysis and context-specific PSEA pilot initiatives conducted for each deployment location
– Deployment reports capturing lessons learned and best practices
– Capacity building activities conducted and learning reports prepared
– A package of PSEA resources and tools developed
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in political science, law, internationlal development, other social sciences or other relevant field.
Experience:
A minimum of 6 years of relevant experience.
Knowledge & Skills:
Experience working on issues related to Protection from Sexual Expoitation and Abuse (PSEA), Protection and/or Gender-based Violence in emergency settings.
Strong analytical, written and oral communication skills, as well as conceptual thinking.
Ability to collect, collate and analyse data in an efficient and effective manner
Demonstrable skills in developing and conducting capacity building activities.
Proven ability to produce outputs independently with minimal supervision and guidance, while at the same time seeking innovative ways to integrate PSEA into WFP operations
Experience supporting emergency contexts preferable.
Languages: Excellent knowledge of English. Working knowledge of French and/or Spanish highly preferred.
