JOB DESCRIPTION

Project Background

The Local Health Systems Empowerment and Access towards Universal Health Care (LEAD UHC) is a 5-year project under Cooperative Agreement No. 72049225CA00001 between Ateneo de Manila University and the United States Agency for International Development (USAID) with FHI360 as sub-awardee. The implementation period is from January 1, 2025 to December 31, 2029.

This position is pending on the donor’s finalization of the award and availability of the fund.

Job Summary

Reporting to the Sr. HSS Specialist for MERLA, the Communication, Advocacy and Engagement Specialist shall serve as the chief communication and data protection officer of the team/project domain. S/he shall be responsible for designing and coordinating the implementation of the project’s communication plan. In collaboration with relevant team members, s/he shall lead all advocacy and engagement activities to increase key stakeholders’ buy-in, enable localization strategy, promote learning and adapting of key interventions and initiatives. S/he shall likewise serve as focal point for finalizing and/or liaising report compliance ensuring consistency of branding, quality and data privacy.

Key Responsibilities

1. In collaboration with relevant team members, design a communication plan for the project and ensure alignment with overall communication plan of the LEAD UHC project.

2. Act as chief communication and data protection of the project (Objective 6-ISD).

3. Coordinate the efficient implementation of communication activities with the technical teams.

4. Spearhead the design and implementation of specific advocacy activities to generate support and additional resources for the project activities.

5. Support all strategic engagements both national and local levels to ensure the projects and/or FHI360’s visibility in sectoral and cross-sectoral opportunities.

6. Review and finalize all reports according to branding guidelines and consistent with ASoG’s and/or funder’s guideline.

7. Perform other functions and/or duties as assigned by the supervisor.

Requirements

  • At least Baccalaureate degree in health, social sciences and communication or any international equivalent. Masters degree in similar or related field is an advantage.
  • At least 3 years progressive experience in health promotion, social-behavioral change communication and advocacy at national and/or international level. Proven experience in more than one specialized area of HSS i.e., Governance/Leadership, Health Financing, Essential Medicines and Technologies, Human Resources for Health, Health Information System and Integrated Service Delivery.
  • Relevant experience in USAID-funded interventions/activities
  • Knowledge of health promotion, social-behavioral change communication and community mobilization including advocacy work
  • Knowledge of USAID implementation system and practices
  • Proficient in English and Filipino. At least intermediate level in some local/regional languages
