JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Movement Control Section (MCS) within the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS). The post will support the liquidation of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The incumbent will be based in Brindisi, Italy. The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management encompasses the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Center, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Movement Control Officer will report to the Chief, Movement Control Section.
Responsibilities
Within limits of delegated authority, the Movement Control Officer will be responsible for the following duties: Movement Control: • Coordinates the activities of a regional movement control office within a specific geographic area in a field mission. • Participates in the coordination of the provision of reliable, cost effective, and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility. • Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities. • Prepares operational plans, performance reports, and responses to internal and external audit observations, in consultation with supervisors. • Provides inputs to the standard operating procedures (SOPs) for the movement control related processes. • Monitors quality control procedures to ensure they are implemented for all work processes. • Monitors the accuracy and validity of data recorded in the management information systems. • Monitors the reference documents to ensure that they are current and readily available and accessible to all relevant personnel. • Develops, in consultation with the Chief of Unit, Movement Control, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions, and their feasibility in operational terms. • Evaluates short-term aviation, sea, and surface transport contracts. • Conducts inventories and physical annual checks of relevant facilities and equipment. • Provides inputs for budget proposals for the field mission’s movement control section/unit. • Participates in the coordination of the requisition process, with purchasing authorities, to ensure that bidding and approval activities meet the required timetable. • Determines technical specifications for movement control services and develops statements of work/requirements. • Provides inputs to responses to UN Headquarters, in consultation with the supervisor, during the vendor’s evaluation to ensure that vendor’s proposals meet technical requirements. • Ensures all activities of the subordinate elements are in compliance with UN financial regulations and rules. • Participates in the missions conducted in the field by the administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry. • Participates in resolving problems related to insurance policies for movement control services, in collaboration with insurance specialists. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans, evaluates the performance of employees and recommends/endorses the recommendation of contract extensions for the Unit’s staff. • Develops training courses, workshops, and other related training activities. • Performs other related duties as required. Joint Movement Control Centre / Passenger Booking: • Monitors the receipt and registration of customer requests, through Movement of Personnel (MOP) and Cargo Movement Request (CMR) Forms, for transportation of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission. • Plans and schedules the movement of passengers and cargo from military and police units provided by Troop/Police Contributing Countries (T/PCC). • Determines the most efficient and cost-effective modes of transportation for passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission. • Coordinates required transportation activities with the Aviation, Transport and Riverine Units/Sections and/or commercial transportation service providers. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on immigration and customs matters. • Analyzes projected passenger and cargo flows in order to estimate required resources. • Monitors the statistical data on the movement of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission, and ensures it is recorded in accordance with the established procedures and deadlines. Cargo Warehouse: • Supervises the activities of the Cargo Warehouse. • Monitors the process of excess personal luggage and cargo receipt and registration (including dangerous goods requiring special handling). • Monitors the preparation of luggage and cargo for transportation and ensures that weighting, plastic wrapping, and labelling are conducted in accordance with the established procedures. • Ensures that luggage and cargo are labelled in accordance with required destinations. • Ensures the timely coordination of the transportation arrangements to the embarkation facility. Air Field/Air Terminal/Transport/Riverine Movement Control Office: • Supervises a team of movement control assistants, passenger clerks, and cargo handlers. • Supervises the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a field mission from the established movement control facility, and ensures that all activities are carried out in accordance with the UN rules, regulations and applicable safety procedures. • Monitors the process of compilation of passenger and cargo manifests and ensures that manifests are communicated to the aircrew, surface transport, and riverine personnel in accordance with the established procedures and deadlines. • Monitors the loading of aircrafts, vehicles and vessels, in accordance with passenger and cargo manifests. • Ensures that passengers are briefed on schedules, routes, timing and safety requirements in accordance with passenger and cargo manifests. • Monitors check-in and check-out activities for outgoing and incoming passengers and cargo. • Participates in the integrated search and rescue and CasEvac operations upon request. Inbound Delivery Coordination: • Coordinates the inbound activities for freight into the mission in accordance with mission supply chain plan with Vendor, Procurement, Centralised Warehouse and all other parties concerned. • Contacts vendors to confirm delivery status and to review shipment documents to ensure that goods are delivered according to the agreed terms and conditions on the Purchase Order. • Collects, checks, and updates information (e.g., ETA, quantities, etc.) and documents (e.g., bill of lading, customs clearance, etc.), provided by commodity and freight forward vendors, in the enterprise resource planning system (Umoja) to facilitate downstream processes. • Tracks and traces all deliveries and updates the inbound delivery with necessary information and shipment documents to provide all stakeholders with a constant status overview of incoming shipments. • Searches for issues which may delay and/or disturb the delivery of goods and attempts to find remedial solutions with all parties concerned (Procurement, Vendor, Centralised Warehouse). • Confirms delivery dates and quantities received, and provides delivery confirmation documents to support virtual and/or physical receipt in accordance with agreed Incoterms. • Plans deliveries, raises shopping carts, and drafts statement of work (SOW) for freight forwarding services, including technical evaluation of bids. • Liaises and coordinates customs, transport and MovCon activities, related to inbound shipments with vendors, customs, and all other relevant local and national authorities. • Ensures that daily activities are in compliance with the DOS Environmental and Waste Management policies and in line with the DOS Environment Strategy objectives.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Dangerous Goods certificate (IATA and/or IMO) is required. Training in the planning, coordination and control of at least two (2) modes of transport is required.
Work Experience
• A minimum of ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field with at least three (3) years of supervisory experience on a position directly related to the coordination of complex transport operations in the international environment is required. • Experience in the use of International Air Transport Association (IATA) and/or International Maritime Organization (IMO) rules and procedures for the transportation of dangerous goods is required. • Experience using Microsoft Office Suite including Word, Excel and PowerPoint, is required. • Experience in quality management is desirable. • Experience in international operations in a post-conflict environment is desirable. • Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics in transportation, procurement, and/or supply chain management is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is desirable.
