JOB DESCRIPTION

Background:

Under the direct supervision of the Senior Executive Officer, the incumbent works in the POiD’s Programme Outreach Unit (POU) to provide translation and interpretation support to HoO, DHoO and OHOM Office. POU is one of four units embedded in the department of the Office of Head of Mission (OHoM), supervised by the SEO. The OHoM ensures coherence of programmatic support to project activities and coherence with the mandate of the OSCE POiD.

The incumbent facilitates all required translation and interpretation services for HoO, DHoO and OHoM Office for required meetings and events, in close coordination with the Front Office and the other offices in the Head of Mission Office. The incumbent furthermore contributes to coherence of programmatic support to project activities by ensuring quality control and consistency in language used in reports and programme, project and administrative documents, training material, speeches, correspondence and publications. These tasks incorporate: (i) translating requested documents into English, Russian and Tajik and (ii) editing and proof-reading translated materials. The incumbent takes a lead role in checking translation and providing guidance in regard to language, terminology and technical terms used in official documents, reports and correspondence. The incumbent furthermore reads written materials and ensures accuracy of translation, meaning, grammar syntax, and compiles terminology.

The Senior Executive Officer directly supervises the work of the incumbent by providing guidance and instructions as well as by clearing main documents prepared by the incumbent where appropriate and required, on a case-by-case basis. The incumbent works independently in compliance with the OSCE style manual and OSCE administrative and financial rules, regulations and instructions, as well as project management criteria.

The OSCE Code of Conduct serves as important guideline, particularly as it concerns the relationship with the host government, project partners, relevant international organizations and donors and therefore the position requires a high level of confidentiality demonstrated by the incumbent.

Please note that this is a short-term position and the initial appointment will be for 5, 29 months with a possibility of extension.

Tasks and Responsibilities:

Under the overall supervision of the Senior Executive Officer, the successful candidate will be tasked with the following duties:

  1. Providing quality interpretation for the meetings of the HoO and DHoO with relevant partners and beneficiaries, as needed; providing high level interpretation services both consecutive and simultaneous at high-level meetings, seminars, negotiations, side events and discussions, other POiD events including one to one and group settings;
  2. Interpreting messages simultaneously or consecutively into specified languages, orally or by using hand signs, maintaining message content, context, and style as much as possible;
  3. Providing written translation, as applicable, legal, programme and project documents, reports, administrative or technical documents, training material, speeches, correspondence, publications, social media and web-page posts, and forms, from local languages, Tajik, Russian, to English and vice versa;
  4. Editing and revising translated materials, checking translations of technical terms and terminology to ensures that they are accurate and remaining consistent throughout translation revisions;
  5. Reviewing translated material for accuracy of meaning, grammar and syntax, answering inquiries from POiD staff members and individuals, interpreting and explaining words and phrases for meaning and appropriateness;
  6. Compiling terminology and reading written materials, such as legal documents, scientific works, or news reports, and rewrite material into specified languages to ensure translation accuracy.

Necessary Qualifications:

  • Secondary education supplemented by formal studies in languages;
  • Minimum six years of experience and established ability to translate and interpret preferably acquired in an International Organizations;
  • Computer literate with practical experience in Microsoft packages;
  • Excellent written and oral communication skills in English, Tajik and Russian;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 1062.33 EUR. Social benefits will include participation in the Cigna medical insurance scheme.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
