Job Summary:

The Associate Director for Finance and Operations will provide overall financial and operational management for ELEVATE Nutrition Ghana. Responsibilities include monitoring of project finances, preparing project budgets, managing financial reporting to clients, ensuring adherence to funder rules and regulations, coordinating with headquarters on financial information, acting as a resource for project staff on finance- and operations-related issues, and providing leadership and support for project operations and procurements.

The Associate Director for Finance and Operations will be based at the ELEVATE Nutrition main project office in Tamale, Ghana. This position will report to the Chief of Party for ELEVATE Nutrition Ghana (based in Tamale, Ghana) and have a dotted supervision line to the FHI 360 Country Office Director for Finance and Operations (based in Accra, Ghana). The position will work closely with FHI 360 Country Office staff to follow central-level policies and procedures. The position will also work closely with the ELEVATE Nutrition headquarters Finance and Operations team to ensure appropriate internal control and operational process are in place for the successful implementation of the project.

Essential Job Functions:

Duties and Responsibilities

  • Provides support to the Chief of Party to ensure the project is implemented in an efficient, compliant, timely and results-oriented manner.
  • Provides leadership for the project’s financial management areas including accounting, travel, payments, project reporting and operations, and procurement.
  • Provides support to the FHI 360 Country Office finance and operations leadership to ensure compliance with FHI 360 reporting systems and procedures.
  • Coordinates with the FHI 360 Country Office for human resources requests and needs.
  • Coordinates with FHI 360 Country Office procurement team for all project purchases.
  • Plans, directs and manages project budgets in accordance with the approved annual budget and monitors the expenditures on an on-going basis.
  • Develops tools/templates for budget monitoring and internal reporting and provides guidance to technical staff in monitoring budgets in accordance with approved work plan activities.
  • Oversees the timely completion and accuracy of monthly financial reports prepared for submission to FHI 360 headquarters.
  • Provides financial information to FHI 360 headquarters for quarterly and annual reporting to USAID
  • Oversees the maintenance of adequate financial resources in-country to support monthly program operations.
  • Ensures all activities related to financial management are carried out in conformance with policies and procedures established by FHI 360 and funders.
  • Ensures project budgets, accounting, and fiscal control procedures are implemented effectively and compliantly.
  • Ensures project resources are utilized in accordance with applicable FHI 360 and donor policies and procedures.
  • Works closely with the FHI 360 Country Office Director, Finance & Operations and COP to ensure cash flow and monthly projection of expenses for replenishment of field funds.
  • Oversees financial aspects of local procurement and contracting, including processing of payments to vendors and service providers, financial monitoring, tracking, etc. as per project financial procedures.
  • Reviews and approves procurement of goods and services’ packages for compliance with project’s policies before they are approved.
  • Liaises with internal and external auditors in the review of project financial management.
  • Supervises other project-based administrative and finance staff
  • Performs other related duties as assigned by supervisor.

Qualifications and Requirements

  • MBA/MA/MS or a related advanced Degree in accounting, finance, or a related field with a minimum of 8 years’ experience in a finance and operations position with an international organization.
  • Demonstrated experience in managing USAID funds.
  • Strong working knowledge of USAID financial management policies, procedures and practices.
  • Must have demonstrable hands-on experience with accounting systems and high-degree of competency in MS Excel and accounting software packages.
  • Experience with an Enterprise Resource Planning (ERP) is preferred
  • Demonstrated experience in supervision and managing a team required.
  • Excellent communication skills in English required.
  • Experience working with an international non-governmental organization preferred.
