JOB TITLE: Climate Analyst

TYPE OF CONTRACT: International Consultancy WAE CST II

DUTY STATON (City, Country): Homebased (with deployment as required)

DURATION: 11 months (60 working days)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The WFP Caribbean Multi-Country Office supports 22 countries and territories in the English and Dutch-speaking Caribbean and works with regional bodies including the Caribbean Community (CARICOM), the Caribbean Disaster Emergency Management Agency (CDEMA), the Organization of Eastern Caribbean States (OECS) and others. Since establishing the office in 2018, WFP has emerged as a thought leader in several areas, including shock-responsive social protection (SRSP), linking disaster risk financing mechanisms with SRSP, and food security analysis. Building on a strong research and evidence agenda, as well as partnerships with multiple governments to expand social protection support during COVID-19, WFP Caribbean is working in partnership with multiple governments and CDEMA to strengthen emergency preparedness and resilience in the face of shocks, including through social protection, disaster risk management and food systems. WFP’s skills on data, analysis and digitalization are a cornerstone of WFP’s capacity-strengthening efforts with governments and regional institutions.

The impacts of climate variability and change are already visible in Latin America and the Caribbean (LAC). Central American and Caribbean countries are characterized by reduced water availability and increased flooding and landslides. Subsistence farming communities are especially

affected by reduced food production and quality, leading to increased pressures on communities and governments, with an alarming rate of permanent migration out of areas affected by drought.

Job Purpose
The Belize National Meteorological Service (NMS) has been generating data on multiple hazards such as hurricanes, floods, and droughts. This data is shared during annual briefings before the hurricane season but has not yet been effectively utilized in government programming or decision-making by at-risk population groups, such as farmers. This project aims to support the NMS in enhancing their existing platforms and skills, utilizing globally accepted metrics for multi-hazard early warning systems, and communicating data more effectively to decision-makers and the general public.

The overall objectives of this consultancy are to:

  • Improve the functionality of the Climate Risk Early Warning System (CREWS)
  • Enhance the ability of NMS staff to operate and maintain the CREWS
  • Enable effective communication of Climate hazard data to decision-makers and the public.

This position will report to the Chief Meteorologist and the Head of the WFP Belize Satellite Office. The position will also work closely with counterparts at the National Emergency Management Organization (NEMO).

ACCOUNTAILITIES/RESPONSIBILITIES:

This position will provide technical assistance and capacity building in Multi-Hazard Early Warning System MHEWS for the NMS in Belize. The responsibilities include helping the NMS identify user and needs mapping, data sharing protocols, and risk mapping, enabling the development of a Multi-Hazards and Impact Based Forecasting System for Belize. Regular progress reports and a final comprehensive report detailing all activities, outputs, and recommendations will be required.
Specific activities may include (subject to availability and priorities of partner governments):

Climate Risk and Early Warning System Assessment and Improvement

  • Develop a functionality improvement requirement sheet for CREWS.
  • Conduct an inspection of the current CREWS and produce an inspection paper.
  • Create an operation manual for the CREWS.
  • Oversee the procurement of software systems (e.g., visualization tools) and hardware (e.g., tablets for data collection).
  • Facilitate the handover of purchased materials.

Training and Capacity Building in Climate Risk and Early Warnings

  • Design and conduct workshops and training sessions for NMS staff and other relevant stakeholders on the improved CREWS.
  • Provide technical support and guidance on data mapping, sharing processes, and risk mapping.
  • Develop a training report documenting the system operation training.

Technical Assistance

  • Assist in developing a user and needs mapping for the CREWS.
  • Establish protocols for data sharing and communication.
  • Support the development of a Climate Hazards and Impact-Based Seasonal Forecasting System for Belize.

DELIVERABLES AT THE END OF THE CONTRACT

Functionality Improvement Requirement Sheet: A detailed document outlining the necessary improvements to the CREWS.

  • CREWS Inspection Paper: A comprehensive assessment of the current CREWS, including identified gaps and recommendations.
  • CREWS Operation Manual: A user-friendly manual guiding the operation and maintenance of the CREWS.
  • Handover Letter of Purchased Materials: Documentation confirming the handover of all procured software and hardware.

Any additional deliverables/support would be agreed upon between WFP and the consultant as needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced University degree in climate adaptation, meteorology, hydrology, environmental science, geography or other science related field. , or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:
At least seven (7) years of work experience focusing on disaster risk reduction and mitigation, early warning systems or anticipatory actions, seasonal and crop forecasting models, including specific experience with Belize, or other countries in the Central America and Caribbean region.

Knowledge & Skills:

  • Knowledge and experience with EWS and/or climate resilience is a strong asset.
  • Previous experience in Latin America and the Caribbean is a plus.
  • Ability to work independently in a timely and organized manner, and multi-task.
  • Excellent oral and written communication skills.
  • Excellent report writing skills.
  • Willingness to explore and experiment with new ideas and approaches in own work.
  • Ability to work in a team and establish effective working relationships with persons of different national and cultural backgrounds.
  • Proven experience in climate data management systems and early warning systems.
  • Strong understanding of WMO guidelines and international best practices in multi-hazard early warning systems.
  • Demonstrated ability to conduct training and capacity-building activities.

Languages:

Fluency (level C) in both oral and written communication in English and Spanish. Knowledge in French is an asset.
