The Government of Uzbekistan has taken significant steps towards improving the education sector through a range of initiatives. Building on its 2017-2021 Action Strategy, the Government developed an Education Sector Plan that took into account the latest laws and presidential degrees passed since 2019, all of which are captured in the latest development strategy of the New Uzbekistan for 2022-2026. The government of Uzbekistan with development partners committed to education reforms in 2023-2026 under the National Partnership Compact which involved extensive consultations and engagement with stakeholders from the Government, civil society, private, and education sectors. The numerous reforms in the education sector have created momentum for greater alignment and prioritization in education sector-related investments.

The Compact takes into account the high-capital investment needed to reap the demographic dividend and therefore expansion of preschool and school infrastructure. Within UNDP interventions, standard model schools are planned to be designed and constructed to be future-ready, supportive of modern education, socially inclusive, gender-sensitive, energy-efficient and eco-friendly, sustainable, digitally and technologically advanced, corruption-free, and accessible for persons with disabilities, and to meet WASH, sanitation and hygiene standards.

As the initiative will be focused mainly on the repair and reconstruction of education facilities, the Civil Engineer will be hired as part of the project team. He/she will support the effective implementation of the activities in the area of responsibility, in accordance with the corresponding action documents.

Duties and Responsibilities

The Civil Engineer will work under the direct supervision of one of the UNDP Programme / Project Manager. The Civil Engineer will ensure smooth and timely delivery of operations in accordance with annual and quarterly work plans, according to the assigned tasks for new construction, reconstruction of existing buildings, and capital repairs of engineering facilities, performing the following functions:

General Concepts of Production Activities:

New Construction – the construction of a complex of primary, auxiliary, and service facilities for newly established enterprises, buildings, and structures, as well as branches and separate production units that, upon commissioning, will be independently accounted for.  The responsibilities include:

  • Assist with site selection, permits, and tender documentation preparation;
  • Prepare construction sites, secure work permits, and register projects;
  • Manage construction projects and supervise compliance with technical standards;
  • Verify material quality, maintain documentation, and resolve defects;
  • Review invoices, monitor contractor performance, and submit penalty claims;
  • Prepare final documentation and coordinate the transfer of completed projects.

Reconstruction of Existing Facilities The modification of parameters of existing facilities or their parts (height, number of floors, area, volume), including superstructures, remodeling, expansion, as well as the replacement and/or restoration of load-bearing structural elements of the facility, except for the replacement of individual elements of such structures with analogous or improved elements. This also includes replacement or restoration of engineering piping services and networks, or their components. Responsibilities include:

  • Obtain permits, prepare technical assignments, and supervise design documentation development;
  • Organize approvals, assist in tender announcements, and ensure contractor compliance with obligations;
  • Secure permits for utility works, energy usage, and geodetic layouts during site preparation;
  • Register projects, verify licenses, and manage construction projects;
  • Provide technical supervision, review invoices, rectify defects, and ensure quality standards;
  • Ensure compliance with technical solutions, construction norms, and material quality;
  • Prepare final documentation and coordinate the transfer of completed projects to operational organizations.

Major Repairs of Facilities – The replacement and/or restoration of structural components of capital construction facilities, excluding load-bearing structures, as well as the replacement and/or restoration of engineering and technical support systems and networks, or their components. This also includes replacing individual elements of load-bearing structures with analogous or improved elements, and/or restoring such elements. The responsibilities include:

  • Obtain permits for utilities, surveys, and load changes;
  • Prepare tender specifications and formalize defect reports;
  • Monitor contractor compliance with design and schedule;
  • Verify contractor licenses and obtain work permissions;
  • Manage projects, review contractor documents, and submit penalty claims;
  • Ensure construction quality, cost control, and compliance;
  • Submit as-built documents and acceptance certificates for operational transfer.

Maintenance (Renovation) of Facilities – Repairs carried out on an as-needed basis to restore the operational functionality or performance of a facility, or to partially extend its lifespan. This involves the replacement or restoration of a limited range of components in accordance with established regulatory and technical documentation. The responsibilities include:

  • Formalize defect report with the owner and calculate work volumes and cost;
  • Prepare technical specifications for repair works;
  • Provide necessary utility permits for temporary use during construction;
  • Prepare tender specifications and participate in contractor selection;
  • Manage project and verify contractors’ invoices;
  • Submit penalty claims for contract violation;
  • Oversee compliance with project, cost, quality, and construction norms;
  • Verify material certificates and ensure quality standards;
  • Monitor documentation accuracy and enforce corrections;
  • Accept completed projects and prepare as-built documentation for transfer.

The Civil Engineer will perform all above tasks within local laws and regulations on construction and in line with UNDP policies and procedures.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the direct supervision of the Programme/Project Manager and in close coordination with the focal points in beneficiaries’ municipalities, the Civil Engineer will be responsible for taking all required actions and ensuring timely and quality delivery of the infrastructure component of the project and supervise all design, construction and handover phases of all the construction works as well as all external and landscaping works.

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent) in Civil Engineering or related areas is required; or
  • A first-level university degree (Bachelor’s degree) in Civil Engineering in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of proven track experience in working with community infrastructure projects, an added advantage if working on infrastructure projects of schools/education facilities.

Languages:

  •  Fluency in English, Uzbek and Russian is required.

Required skills:

  • Proven experience in working and collaborating with governments authorities in construction;
  • Knowledge of regulatory framework;
  • Proven abilities in computer programmes is required.

Desired skills:

  • Proven experience in managing development projects will be an asset;
  • Practical experience of working with local administrations, communities or elected authorities for planning and management of infrastructure projects will be an asset;;
  • Proven skills and field experience in participatory planning will be an asset;
  • Proven experience in preparation and controlling of bidding documents will be an asset;
  • Previous experience/familiarity with UNDP and/or other UN agencies will be an asset.
