Mission and objectives

UNICEF was established in 1946 to supply emergency relief to millions of children suffering in the aftermath of World War II. The organization still functions to ease the suffering of millions of children in emergency situations across the world. UNICEF also focuses on the protection and promotion of child rights, working for the survival, protection, education and healthy development of every child. UNICEF has worked in Jordan since 1952 to promote and protect the rights of children. In the following decades, significant progress has been achieved for children. Since the beginning of the Syrian crisis in 2013, UNICEF has significantly increased its operation to respond to the challenges faced by both refugee children and those in the communities where they live. Building on the lessons learned from this emergency response, UNICEF Jordan moved to a vulnerability approach in 2018 – supporting interventions that target the most vulnerable children in the country, regardless of their nationality.

Context

UN Volunteer WASH Officer will be based in Za’atari camp, and work within the field team based in Za’atari camp. S/He will report and work under the overall guidance and direction of the WASH Specialist, in charge of field implementation, and work directly and in close collaboration with WASH team and other members of the UNICEF team based in Za’atari camp. H/She will also coordinate with other members of the WASH team based in Amman. UNICEF will support the UN Volunteer with continuous supervision and contribute to her/his professional development. The UN Volunteer will set out an annual plan and performance objectives with her/his supervisor that will be regularly reviewed and adjusted in accordance to evolving needs and required changes in the implementation of the programme. Weekly meetings with supervisor and other team members with whom he/she will work on a day-to-day basis will ensure regular communication and that ongoing activities and priorities are appropriately monitored and followed up. Regular meetings with other team members will also be conducted to ensure coordination, information-sharing, and learning across various projects implemented within section. Task Description

Under the direct supervision of the WASH Specialist, the UN Volunteer will: A. Coordinate and supervise WASH service delivery in Za’atari camp including: • Planning and supervision of WASH infrastructure operation process of water supply systems and sanitation facilities in the camp, considering the needs of the community and the available resources. • Providing technical advice to contractors to procure materials and equipment needed for the operation, and maintenance of WASH infrastructure in the camp. • Supervising WASH IBVs and contractors working on WASH infrastructure projects in the camp to ensure that they are implementing activities in an efficient and timely manner. • Conducting regular assessments and preventive maintenance program inspections of WASH infrastructure in the camp to identify areas in need of repair or improvement and to ensure that the infrastructure is meeting the needs of the community. • Monitoring and evaluating WASH activities to evaluate the effectiveness of WASH activities in the camp and make recommendations for improvements to ensure the efficient delivery of services to refugees. • Follow up with unicef partner -Water Authority of Jordan to monitor the operation of WWTP in Zaatari camp with recommending any action needed to improve plant effectiveness. B- Field level coordination with other stakeholders in the effective provision of WASH services to refugees in Zaatari Camp. • Building and maintaining relationships with other stakeholders, such as UNHCR, RSS, FAO, ACTED, GIZ, WAJ government persons and other INGOs, to collaborate and coordinate efforts to provide effective WASH services to refugees. • Participating in camp coordination meetings and working groups to discuss and plan the provision of WASH services, identify gaps and challenges, and develop strategies to address them. • Following up on donor visits briefing and discussions in regards of WASH services provision in Zaatari Camp. • Following up on roads asphalting project with UNHCR technical unit and other planned projects. • Coordinating with other sectors, such as humanitarian section to ensure that WASH services are integrated into broader humanitarian efforts to provide integrated support to refugees, ensure all required facilitation and required approvals for working partners are given on time. C- Support reporting, documentation and knowledge management. • Support the collection of data information to be used for reporting and other technical notes of documentation that contribute to increased evidence in support of UNICEF Jordan activities for increased access to WASH services in most vulnerable communities and enhancement of water and systems performance. • Support the documentation of achievements, good practices, lessons learnt and overall knowledge management for WASH interventions, including climate action climate resilient WASH. D- Communication and visibility From the scope of activities previously mentioned, provide technical inputs to support the development of advocacy and communication materials and activities related to WASH interventions to increase level of access to WASH services in most vulnerable communities, including preparation of professional presentation tools (such as PPT) for internal and external activities, and contribute to briefs, concept notes and proposals to be used by partnerships, communication and fund-raising departments.

Living conditions and remarks

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
