GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion. In Sri Lanka, GGGI is working under the guidance of, and in close collaboration with the Ministry of Environment (MoE).

POSITION SUMMARY

Reporting to the Country Representative, GGGI is looking for a Senior Project Assistant, a fixed-term position to assist the implementation of projects under the Country Office Program.

The Senior Project Assistant will support the implementation of the GGGI Sri Lanka Country Office program by providing comprehensive administrative, financial, and logistical support. This role requires proficiency in budget management, procurement processes, HR administration, and office coordination to ensure the program’s smooth operation. The position also entails monitoring project activities, assisting in data collection and reporting, and maintaining compliance with organizational and donor requirements.

 

PURPOSE
  • Executes administrative transactions in program operation and office management fully meeting established institutional policies, standards, and donor requirements across budget execution, procurement, and HR processes implementation and other operational functions.
  • Provides in-country coordination support.
  • Supports data collection and research work.
  • Supports the Country Representative in implementing activities.

 

ENGAGEMENT
  • Masters ERP functionalities and other administrative applications; provides technical assistance for the project team on the system, applications, and reporting formats.
  • Informs the team on the up-to-date policies, procedures, and reporting requirements of all administrative transactions; provides alerts on upcoming deadlines for the country team.
  • Identifies issues and risks that will affect consistent program and office operation and reports to the Country Representative.
  • Knowledge and experience of working in a professional environment that takes on board gender diversity and social inclusion.

 

DELIVERY
  • Fully understands the project cycle and organizes effective and timely inputs to ensure that project deliverables are provided in a timely manner, consistent with the work plan and project cycle.
  • Monitors project activities to report on status. Ensures project data is presented in a timely manner to support project management/oversight, prepares periodic financial and corresponding brief narrative reports, and recommends adjustments to the budget and work plan if necessary.
  • Executes office budget disbursement and spending following budget execution plans and schedules in line with yearly work programs and budget lines.
  • Manages office bookkeeping and cash control; manages financing documents according to GGGI standards and rules; manages periodic office bank account reconciliation and book closing.
  • Administers procurement plans and manages contract payments in line with yearly work programs, outsourcing plans, and budget lines.
  • Administers country office HR requisitions and onboarding procedures, and administrative support for hiring consultants and interns.
  • Places initial screening and controls on office spending, procurement requests, and contract issuance.
  • Conducts data entry checks and develops reports on country-specific administrative issues such as office banking, visa processing, and logistics.
  • Verifies data and provides consistency checks on data entry and documents from spending and expenses of country office operation.
  • Develops reports on country-specific administrative issues (office banking solutions, visa processing, logistics solutions, etc.) based on identified needs and requests.
  • Ensures regular physical asset counts and oversees office supplies replenishment.
REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in economics, finance, public administration or management, or any related discipline relevant to the assignment. Relevant professional experience may be considered to supplement educational degree.
  • Preferably around three (3) years of professional experience in any of the above fields. Candidates would preferably have international experience (outside of Sri Lanka) or experience working with international organizations in-country.
  • Good understanding of climate change.
  • Knowledge and experience of working with government institutions and development partners in Sri Lanka.
  • Good English communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids; and excellent local language skills.
FUNCTIONAL
  • Proven project delivery experience, i.e., administering the delivery of results on budget and time.
  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds.
  • Experience in data analysis, research, and application of quantitative/qualitative assessment.
  • Experience in event organization, outreach, and communication.
  • Experience in vendor and people management.
  • Knowledge and experience of working in a professional environment that takes on board gender diversity and social inclusion.
  • A strong team player – working in a very collegial and collaborative manner with other team members and contributing to a positive work environment.
  • Any other duties, responsibilities, and priorities assigned by the Country Representative.
