Job Description:
The Director, Financial and Administrative Officer will be responsible for ensuring the financial compliance of the project teams assigned to him. They reports to the COP of the shifin Ni Tagne program This position is based in Bamako, Mali, and is dependent on the allocation of funding.
Job Responsibilities
- In charge of the management of the Administration & Finance Department, the CFO supervises all activities
- Relating to the accounting, financial, management control and general services of the organization and its related entities (Contracts/Purchasing and Admin).
- In collaboration with the accounting managers, he or she maintains the accounts of the operation (authorization, allocation, payment of invoices, salaries).
- Checks, validates and transmits the accounting to the head office on a monthly basis
- Tracks and budgets expenses.
- Leads the development and implementation of annual plans, in accordance with strategy and policies.
- Ensures compliance with approved budgets for the project.
- Responsible for the accounting and the proper financial production of the organization and the program.
- Participates in the development and analysis of the program’s financial reports.
- Participates in the preparation and analysis of monthly expenses.
- Participates in the preparation and coordination of the monthly closing work.
- Participates in the development and modification of budgets.
- Participates in accounting work: verification of supporting documents, monitoring of payments and processing of transactions in the accounting software.
- Participates in the management of advances, the monitoring and the settlement of advances from missions, workshops, staff, partners and consultants.
- Participates in the preparation of salaries, tax declarations.
- Participates in the analysis of partners’ expenditures.
- Develops the preparation of the various audits of accounts and financial statements
- Coordinates work with the Management Control Unit.
- Ensures compliance with the legal and administrative deadlines specific to associations.
- Ensures the security of the office, data, goods and people.
- Ensures the coherence of internal information systems.
- Supervises the administrative and financial teams.
Skills and qualities required
- Have a Master’s degree or minimum BAC+4 in finance and accounting or any equivalent degree preferred.
- Have 8 -10 years of experience in the field of accounting and finance preferred.
- Have at least 6 years of experience in USAID public funding management.
- Having 5 years of experience has a managerial position preferred.
- Solid knowledge of US federal regulations (contract management and sub-partners).
- Experience in capacity building in NGO financial accounting
- Expertise in U.S. government cost principles, rules, and regulations and their application in program decision-making.
- Demonstrated experience in supporting and collaborating with program technical staff to ensure resources are used effectively and accurately report expenditures.
- Have an excellent ability to communicate in English and French both orally and in writing required.
- Be proficient in Excel, Word, Quickbooks, GFAS or any other accounting software.
- Strong ability to produce accurate and timely reports to donors.
- Ability to work in a multi-sectoral, multidisciplinary and multicultural environment.
- Experience working as a member of a high-performance team

Le Directeur Financier et administratif aura les responsabilités de veiller à la conformité financière des équipes de projets qui lui seront assignés. Il rapporte au COP du programme shifin Ni Tagne Ce poste est basé à Bamako, au Mali, et dépend de l’attribution d’un financement.
Responsabilités Professionnelles
- En charge de la gestion du Département Administration & Finance, le DAF supervise toutes les activités
Relatives à la gestion comptable, financière, au contrôle de gestion et aux services généraux de l’organisation et de ses entités rattachées (Contrats/Achats et Admin).
- Assure en collaboration avec les gestionnaires de la comptabilité la tenue des comptes de l’opération (autorisation, imputation, paiements des factures, des salaires).
- Contrôle, valide et transmets mensuellement la comptabilité au siège
- Effectue le suivi et la planification budgétaire des dépenses.
- Pilote l’élaboration et la réalisation des plans annuels, en accord avec la stratégie et les politiques.
- Veille au respect des budgets approuvés pour le projet.
- Garant de la comptabilité et de la bonne production financière de l’organisation et du programme.
- Participe au développement et à l’analyse des rapports financiers du programme.
- Participe à la préparation et à l’analyse des dépenses mensuelles.
- Participe à la préparation et à la coordination des travaux de clôture mensuelle.
- Participe à l’élaboration et à la modification des budgets.
- Participe aux travaux comptables : vérification des pièces justificatives, suivi des paiements et traitement des opérations dans le logiciel comptable.
- Participe à la gestion des avances, le suivi et la liquidation des avances de missions, d’ateliers, du personnel, des partenaires et des consultants.
- Participe à la préparation des salaires, des états de déclaration des impôts et taxes.
- Participe aux travaux d’analyse des dépenses des partenaires.
- Élabore la préparation des différents audits des comptes et des états financiers
- Coordonne le travail avec l’unité contrôle de gestion.
- Veille au respect des délais légaux et administratifs propres aux associations.
- Veille à la sécurisation du bureau, des données, des biens et des personnes.
- Veille à la cohérence des systèmes internes d’information.
- Assure la supervision des équipes administratives et financières.
Compétences et qualités requises
- Avoir un Master ou minimum BAC+4 en finance et comptabilité ou tout diplôme équivalent de préférence.
- Avoir 8 -10 années d’expérience dans le domaine de la comptabilité et des finances de préférence.
- Avoir au moins 6 années de pratique de la gestion de financements publics de l’USAID.
- Avoir 5 années d’expérience a une position managériale de préférence.
- Connaissances solides sur la réglementation fédérale Américaine (gestion de contrats et sous partenaires).
- Expérience en renforcement des capacités en comptabilité financière des ONG
- Expertise dans les principes, les règles et les règlements sur les couts du gouvernement Américain et leur application dans la prise de décision du programme.
- Expérience confirmée en matière de soutien et de collaboration avec le personnel technique du programme afin de s’assurer que les ressources sont utilisées efficacement et de rendre compte avec exactitude des dépenses.
- Avoir une excellente capacité à communiquer en langue anglaise tant à l’oral qu’à l’écrit de préférence.
- Maitriser Excel, Word, Quickbooks, GFAS ou tout autre logiciel comptable.
- Grande capacité à élaborer des rapports précis et soumis à temps aux bailleurs.
- Être capable de travailler dans un environnement multisectoriel, pluridisciplinaire et multiculturel.
- Expérience de travail en tant que membre d’une équipe à haute performance

- Environnement de bureau typique
- Capacité à passer de longues heures à regarder un écran d’ordinateur et à effectuer un travail répétitif sur un clavier.
- Capacité à rester assis et debout pendant de longues périodes.
