JOB TITLE: Data Analyst CST II

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Caribbean Multi-Country Office covers 22 countries and territories in the English and Dutch-speaking Caribbean. As the worlds largest humanitarian agency focused on saving lives and changing lives, WFP is applying its global expertise to a programme of cross-functional activities designed to improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to people impacted by shocks and disasters. The regional programme of work includes technical assistance on social protection (e.g. data analysis/collection, digitalisation, payments), vulnerability and risk analysis, integrated supply chain management, food security/food systems and disaster risk financing. The office also responds to emergencies in support of governments and CDEMA as needed, including responses to disasters in Grenada, Saint Vincent and the Grenadines, Jamaica, Dominica, and Belize, which included cash-based transfer responses linked to social protection. WFP works closely with governments in order to strengthen social protection and disaster risk management systems.

Hurricane Beryl made landfall in the eastern Caribbean as a category 4 hurricane on Monday 1 July severely affecting multiple countries, including Grenada. WFP conducted a first response to the Hurricane by providing in kind food assistance and logistics support, followed by cash transfers in partnership with the Government of Grenada. WFP is currently supporting technically the Government of Grenada on providing support to persons impacted by Hurricane Beryl, with a main focus on cash transfers. The government conducts cash transfers on a monthly basis through various transfer mechanisms allowing people to meet their basic food and non-food needs. WFP plans to build on this programme for longer-term partnership on shock-responsive social protection, emergency preparedness and food security.

Job Purpose
The data analyst will provide technical support to the Caribbean MCO and the Government of Grenanda which includes receiving, cleaning, and maintaining varied and poorly structured operational data, and processing and generating meaningful analysis of data. The role will also support the Government of Grenada with enhancing and managing their information systems while ensuring that data privacy and security standards are upheld.

To achieve the objectives outlined above, WFP is recruiting a Data Analyst to provide support to the Country office team and the Government of Grenada in the area of data analytics.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Work with the Country office team to understand and produce analytical reports to support business requirements.
  • Work with the Government of Grenada and its Information Management officer providing the necessary trainings for effective knowledge transfer and management of tasks relevant to Social Protection Programmes
  • Strengthen the capacity of WFP staff where required and the government’s relevant personnel in managing information systems
  • Support the Government of Grenada in optimising their data management practices.
  • Propose data assurance recommendations for storage and management of data to the government of Grenada
  • Establish secure transfer and storage processes for beneficiary data.
  • Perform data cleaning, organization and analysis and set up regular reporting dashboards.
  • Identify effective metrics for targeting and conduct targeting mechanisms where required
  • Detect and analyse operational anomalies to initiate appropriate review and corrective action.
  • Perform trend analysis to promote assurances and enhance programme effectiveness.
  • Work with other cross functional units in the CO and Caribbean MCO and required personnel to train users to analyse or access data or reports within the units/ field office.
  • Perform data visualization, making available the key outputs of data analysis and sectorial assessments to the Caribbean MCO decision-makers.
  • Ensure audit trail and governance measures for data transformation, integration rules and outputs.
  • Prepare beneficiary data outputs needed for each CBT, in-kind, service or other assistance cycle.
  • Perform transfer reconciliation tasks including, beneficiaries, payments, payment instrument management, where applicable.
  • Other duties as required

DELIVERABLES AT THE END OF THE CONTRACT:

  • Greater harmonization in terms of the management of beneficiary data across programme activities in the country office when and where applicable.
  • Centralization and integration of beneficiary data to enable analytics and business intelligence.
  • Strengthened Internal Capacity of governments while managing more effectively social protection systems
  • Strengthened Social Protection Systems for the Government of Grenada to better respond to shocks through advanced Digitization of processes and visualisation of data

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:Advanced University degree in Statistics, Computer Science, Economics or other related field, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:
− At least six (6) years of postgraduate progressively responsible professional and/or relevant work experience in information management and analytics.
− Demonstrated experience and expertise in working with large data sets and summarizing data for business is required.
− Experience using visualization tools (Tableau, Qlikview, Power BI, etc) and setting up dashboards is required.
− Experience in working in a multicultural environment
− Experience in using kobo and developing/coding questionnaires is desirable
− Advanced SQL experience. Knowledge/Familiarity with Python, R, or Power Bi and/or a willingness to learn is desirable
− Familiar with various ETL tools is desirable.

Knowledge & Skills:
− Familiarity with data warehousing and business intelligence concepts required.
− Data storing and retrieving skills required
− Ability to capture requirements and translate into analytic insights is required.
− Ability to work independently and mature judgement required.

Languages: Fluency (level C) in both oral and written communication in English. Spanish would be an asset.
