This position is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Executive Office is part of the Office for Coordination and Shared Services (OCSS) which enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The Finance & Budget Officer reports to the Regular Budget Finance & Budget Officer (Team Leader). The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
Responsibilities
Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Budget preparation: • Prepares the regular and support account budget submissions; analyses inputs and formulates resource allocations by work program, or business processes. • Provides support to managers with respect to the elaboration of resource requirements for budget submissions. • Reviews, analyses and provides input into finalization of programme budget/financial implications in terms of staff and non-staff requirements. • Provides substantive support to relevant intergovernmental and legislative bodies in their budget review; assists in securing approval from the General Assembly. • Prepares financial performance reports for both regular and support account budgets. • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. Budget administration: • Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. • Monitors budget implementation and determines/recommends reallocation of funds when necessary. • Monitors expenditures to ensure that they remain within authorized levels. • Monitors financial resources to ensure activities are implemented in accordance with the respective budget and allotments issued. • Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. • Supports the implementation of procedures and systems and prepares monthly status of allotments from the financial database. • Provides expert advice to programme managers on correct procedures and interpretation of the UN Financial Rules and Regulations. • Prepares monthly reports on the status of allotments; monitors obligations/expenditures and reviews unliquidated obligations. • Coordinates and provides guidance on the implementation of the Umoja Analytics module in Umoja. • Provides substantive support to internal and external audits and evaluations. Data Analytics: • Develops data models, reports, and analytical dashboards through data visualization tool. • Analyses datasets to identify trends, patterns, correlations, and outliers. • Supports team members with data cleaning from primary or secondary sources and maintaining databases/data systems. • Identifies and analyses errors and inconsistencies in data in reports from Umoja Analytics, Vacancy power BI dashboards, the management dashboard and provides timely resolutions. • Supports the preparation of data visualizations and infographics for management. • Reconciles OICT billing and resolve discrepancies in a timely manner. • Communicates with division’s budget focal points to ensure accuracy of accounts. • Participates in ad-hoc projects, business process improvement initiatives. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Monitors and supervises the work of subordinate staff as required. • Performs other related duties, as assigned.

Education
Advanced university degree (Master’s degree, or equivalent) in finance, business administration or related field. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Chartered Institute of Public Finance Accountants (CIPFA) or equivalent is desirable. Training on Microsoft Power Query Editor and Power BI is desirable.
Work Experience
A minimum of five years of progressively responsible experience in finance, budget or related area is required. Experience and skills in analyzing large sets of financial data and producing reports using business intelligence tools in an Enterprise Resource Planning (ERP) System (such as Umoja, etc.) is required. Experience in applying financial rules and regulations in the United Nations or a comparable international organization is desirable. Experience within the United Nations common system or similar international organization is desirable. Working experience in using Microsoft Power Query Editor and Power BI is desirable. Working experience in results-based approaches to budgeting is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
