Duties and Responsibilities
The position of the Resource Mobilization Consultant is located in the United Nations Support Office in Somalia (UNSOS) and is based in Mogadishu. The Consultant will report directly to the Head of UNSOS, and will work closely with the Senior Advisor, Senior Political Affairs Officer, Senior Public Information Officer, as well as liaise closely with the Director of Mission Support, Finance and Budget Section and the Mission Support Centre. Background: The UN Support Office in Somalia (UNSOS) has a mandate to provide support to the AU Transition Mission in Somalia (ATMIS), UN Transitional Assistance Mission in Somalia (UNTMIS), and Somali Security Forces (SSF) in joint or coordinated operations with ATMIS. Support to SSF is paid through voluntary contributions to the UNSOS-managed SSF Trust Fund. Under Security Council Resolution 2748, UNSOS is mandated to provide a logistical support package to cover 20,900 personnel, from the Somali National Army or Somali National Police Force on joint or coordinated operations with ATMIS. This number may rise further if UNSOS advises there is sufficient funds to do so. The resolution also encourages Member States to contribute to the UNSOS-managed SSF Trust Fund, and emphasizes that additional support will enable Somalia to accelerate its fight against Al-Shabaab and improve peace and security in Somalia and the region. UNSOS provides non-lethal logistical support package as a critical enabler for mandated SSF units in joint or coordinated operations with ATMIS. The success of the security transition from the AU mission to SSF is contingent upon SSF being supported throughout this transition period by the international community. The mandated areas of support currently supported via the SSF Trust Fund are: Air Medical Evacuation, Rations, Fuel, Water, Tentage, Transportation, Field Defence Stores, Communication equipment for SSF-ATMIS inter-operability. In addition, UNSOS, through the United Nations Mine Action Service (UNMAS), is supporting counter-IED efforts for the SSF through assessed budget. Security Council resolution 2710 (2023), furthermore, requested UNSOS to support building SSF capacity in areas including logistics, supply chain, procurement, and human resources management. The UNSOS-managed SSF Trust Fund in support of SSF is guided by the UN Human Rights Due Diligence Policy and is administered under the UN regulatory framework to ensure fairness and due diligence in procurement and distribution of goods and services. It is against this background that UNSOS in close collaboration with the Federal Government of Somalia (FGS) wishes to pursue efforts to increase and diversify funding streams for the SSF Trust Fund, as well as enhance the predictability of funding, whilst building on the strong partnership established between the FGS and UNSOS, including in joint resource mobilization efforts. A sound and stable SSF Trust Fund is an important enabler for on-going operations and for a successful security transition. Under the general guidance and supervision of the Head of UNSOS, the Resource Mobilization Consultant is responsible for leading all UNSOS/Trust Fund resource mobilization efforts and supporting broader engagement with donors in close collaboration and coordination with FGS counterparts. S/He will be accountable for developing, managing, coordinating and networking a resource mobilization and partnership strategy in support of the SSF Trust Fund, and be responsible for providing quality assurance and oversight for the preparation of donor updates, information materials, briefings, reports and proposals in line with UNSOS’ mandate. S/He will develop guidelines and templates for relevant reporting to donors and UNHQ. In close collaboration with the Office of the Assistant Secretary-General, the incumbent will be responsible for building the capacity of designated UNSOS staff on implementation of an effective resource mobilization strategy. Responsibilities: Facilitate the implementation of resource mobilization strategy and workplan: • Implement, and update as required, the resource mobilization strategy, ensuring alignment with donor requirements and UNSOS operational goals. • Identify opportunities to explore innovative fundraising channels, setting the groundwork for a potential diversification of funding sources. Strengthen and manage resource mobilization partnerships and networks: • Advise the Head of UNSOS on engagement with donors to mobilize resources in close collaboration and coordination with FGS and relevant institutions. • Continuously review and update the SSF Trust Fund stakeholder map, and network and develop relationships with potential donors and stakeholders. Donor reporting and quality assurance: • Ensure provision and quality assurance of quality donor reports, building on established templates, databases and ensuring timely submission, with a focus on reinforcing oversight of projected expenditures. Supporting creation of dashboards and monitoring tools. Partner agreements, proposals, reports and recognition: • Develop resource mobilization proposals and align proposals and reports to UNSOS’ mandate, including ensuring quality assurance of proposals and budgets for their final clearance by the Head of UNSOS before submission to donors. • Oversee the development of donor and partner visibility and recognition strategies and plans in alignment with agreements and donor requirements. Communication support: • Assist the UNSOS Public Information team in developing strategic messages and materials, including videos for donor outreach. • Ensure that communications align with resource mobilization goals, emphasizing transparency, sharing with external partners of information on SSF Trust Fund results and challenges. • Liaise closely with the UNSOS Senior Public Information Officer, Integrated Mission Training Centre, Transition Planning Cell, and the SSF Unit to produce and incorporate human impact stories, project photos and other visibility materials within reports. Knowledge management and capacity building: • Maintain and/or develop appropriate knowledge management and information systems to foster good resource mobilization, utilization and reporting. • Ensure the designated UNSOS staff are pro-actively provided with professional expertise, advice and information on all aspects of resource mobilization and partnership development as required. • Conduct capacity building training on donor engagement and related activities for UNSOS donor focal points and relevant staff. • Technical review of UNSOS documents (concept notes, proposals).

Work Experience: Eight years of relevant professional work experience in partnerships and resource mobilization or a related field; including direct responsibility for setting and meeting targets is required. Proven ability to develop effective long-term strategic relationships with major donors, quality fundraising plans, with appropriate allocation of time and resources, and foresee risks and allow for contingencies is required. Proven ability to implement clear goals that are consistent with agreed strategies, identify priority activities, adjust priorities as needed to meet organizational goals is required. Work experience in international donor and partner relations at international level is required. Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders is required. Demonstrated ability to identify and seize new partnerships, and explore innovative models for resource mobilization opportunities is desirable. Experience of working in East Africa Region is desirable. Experience in international operations in a post-conflict environment is desirable.
