I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. CONTEXT

MSF recognizes the urgent need to address climate change and its impact on vulnerable populations. As a medical humanitarian organization, MSF is committed to reducing its own carbon footprint and actively working towards environmental sustainability.

As the result of the 2019 Green Motion, voted for in the International General Assembly (IGA) and the Environmental Pact of 2020, signed by the IGA, International Board, and Full Executive Committee, MSF has set a target to reduce its carbon emissions by 50% by 2030.

In 2022 MSF signed, like many other organisations the “Climate and Environment Charter for Humanitarian Organizations”.

These commitments extend to all levels of the organization, including operational centres, supply centres, and partner sections. MSF aims to integrate climate and environmental considerations into its operations, implementing strategies to mitigate its impact and promote sustainability. This includes efforts to accurately measure and monitor carbon emissions, implement carbon reduction initiatives, and ensure accountability through effective carbon accounting practices. The Climate & Environment Mitigation team plays an important role in driving these activities and promoting a culture of environmental responsibility within MSF.

III. PURPOSE OF THE JOB

The purpose of the job is for the Carbon Accounting Support Officer to contribute to reducing MSF’s impact on climate and the environment. This includes calculating carbon emissions and providing practical assistance to all MSF Institutional Members. The Support Carbon Accountant also aims to improve efficiency and cohesion by streamlining and consolidating efforts across different MSF entities. Additionally, she/he assists the Carbon Accounting Referent in creating a centralized, standardized, and high-quality database of carbon and environmental data.

V. KEY ACCOUNTABILITIES

Technical role:

  • Improved data collection and quality within OCs, ESCs, and PSs.
  • Accurate carbon footprint calculation for entities without dedicated accountants.
  • Effective guidance for accurate carbon emissions calculation and compliance.
  • Comprehensive analysis at entity level.
  • Timely reporting, compliance with methodology, and facilitated meetings for efficient data collection and analysis.

Activities

  • Assist OCs, ESCs, and PSs in their data collection for calculating carbon emissions while striving to enhance the quality of the data collected.
  • Calculate the carbon footprint for those OCs, ESCs, and PSs that do not have a dedicated carbon accountant.
  • Provide guidance to OCs, ESCs, and PSs with a carbon accountant on calculating carbon emissions as needed.
  • Actively contributes to the automation of carbon footprint calculations at the movement level.
  • Support the analysis of carbon emissions and environmental data at the entity level.
  • Assist OCs in collecting, analysing, and reporting on carbon emissions and environmental data, considering their specific requirements.
  • Ensure that local reporting adheres to the agreed MSF-wide carbon accounting methodology.
  • Attend meetings organized for IMs to facilitate the collection, calculation, analysis, and reporting of carbon and environmental data.

Facilitation role:

  • Enhanced collaboration and knowledge sharing among IMs.
  • Improved integration of carbon accounting into decision-making.
  • Collaborated with Carbon Accounting Referent to refine framework.
  • Communication of methodology updates.
  • Provided progress reports to Carbon Accounting Referent on data collection and analysis outcomes.

Activities

  • Foster collaboration and sharing of carbon accounting practices among IMs.
  • Support the Community of Practice for carbon accounting.
  • Assist IMs in integrating carbon accounting into steering actions and decision-making processes.
  • Collaborate with the Carbon Accounting Referent on refining the carbon accounting framework, incorporating IMs’ perspectives.
  • Communicate updates on the carbon accounting methodology from the Carbon Accounting Referent to IMs.
  • Provide progress reports to the Carbon Accounting Referent on data collection, carbon emissions calculations, and entity-level analysis outcomes.
