The Global Fund to fight AIDS, Tuberculosis and Malaria (the GF), established in 2002, is an innovative public–private partnership with the aim of bringing additional resources to country’s responses to HIV/AIDS, TB and Malaria. As part of its wider engagement with the United Nations, the Global Fund has partnered with UNDP since 2003 to ensure that grants are implemented, and services are delivered in countries facing complex challenges. UNDP is called upon to serve as interim Principal Recipient particularly in countries with complex emergencies or other exceptional circumstances, where no suitable local entity could be identified. In their role as Principal Recipient, UNDP COs are responsible for the implementation of infrastructure projects to support resilient and sustainable health system strengthening.

Through the C19RM grant, the GF has allocated funds towards critical healthcare infrastructure, including oxygen plants and heavy-duty medical waste incinerators, is essential to enhancing public health capacity in Sudan. To ensure the successful implementation and operational standards of these installations, UNDP seeks the engagement of two experienced Biomedical Engineers. Each engineer will be assigned to supervise the installation in one of two key locations: Kassala City and Dongola City.

These engineers will play a pivotal role in overseeing all stages of the installation process, ensuring that the oxygen plants and medical waste incinerators meet the technical specifications, quality standards, and regulatory requirements. Their responsibilities will include coordinating with project stakeholders, conducting site assessments, verifying equipment compliance with specified standards, and overseeing contractors to maintain progress within the planned timeline. By upholding these standards, they will contribute to the enhancement of healthcare services in Sudan, supporting the national response to healthcare demands and environmental safety requirements.

This TOR outlines the objectives, responsibilities, and qualifications required for each Biomedical Engineer to fulfil this critical supervisory role effectively.

Period of assignment/services is for 96 working days, estimated to start in January to December 2024, subject to the date of contract signing and revision in implementation schedule.
