The displacement context in Chad is complex and multifaceted, shaped by both internal and external factors. The country hosts a significant number refugees and internally displaced persons (IDPs) primarily due to conflicts and instability in neighboring countries, including Sudan, the Central African Republic (CAR), and Nigeria.
Situation in the East is quite alarming. Since April 15, 2023, Sudan has been engulfed in a violent armed conflict between the regular army and the Rapid Support Forces (RSF), resulting in significant consequences for both Sudan and neighbouring nations. According to the IOM DTM, nearly 700,000 people have crossed into Chad since the onset of the crisis in Sudan. IOM estimates that more than 164,422 among them are Chadian returnees and expects this number to rise to 204,000 by the end of August 2024, due to ongoing conflict in Darfur and the current suspension of the humanitarian corridor between Adré and Darfur.
554 274 Sudanese refugees (53% women and 47% men) have been hosted in the east region of Chad according to UNHCR recent record on 16th Feb 2024. According to National Commission CNARR and IOM, 101,347 have been registered since April 2023 (IOM, DTM, 15th March 2024). Same source reflects that 67% of returnees are children under 18, 53% are women &1,900 are pregnant women.
In recent years, Chad has faced its own internal conflicts, particularly in the Lake Chad region which has experienced widespread displacement. This conflict, coupled with intercommunal violence and resource scarcity, has forced many Chadians to flee their homes.
The government of Chad, along with humanitarian organizations, has been working to provide assistance and protection to displaced populations. However, challenges such as limited resources, security concerns, and access constraints hinder the delivery of aid and exacerbate the humanitarian situation. Furthermore, the ongoing COVID-19 pandemic has added another layer of complexity to the displacement context, impacting both the displaced populations and the humanitarian response efforts.
Youth in particular face numerous challenges that impact their well-being, opportunities, and future prospects. Conflict, insecurity, and economic instability have driven many young people from their homes. These youth often experience disruptions to their education, limited access to healthcare, and a lack of economic opportunities. Forced displacement exacerbates existing vulnerabilities among young people, exposing them to risks such as exploitation, recruitment by armed groups, and gender-based violence. Many displaced youth also struggle with psychological trauma and social isolation, further hindering their ability to thrive and contribute positively to their communities.
In addition, the arrival of the rainy season is likely to seriously affect access to many localities in the east. The waters of temporary rivers (ouadis) are overflowing, causing major obstacles to the movement of humanitarian workers in the field.
UNDP is supporting the government’s efforts for a structured response to the needs of host communities in the east. The STARR Project, one of the instruments of this response, is UNDP’s initiative supported by the African Development Bank that will focus on access to basic social services, strengthen local authorities capacities, address climate change consequences and increase the incomes and sustainable socio-economic resilience of refugees and host populations in the eastern provinces of Chad and strengthen social cohesion.
UNDP also intends to support the government’s efforts towards the integration of a humanitarian, development and peace (HDP) approach in the three provinces Wadi Fira, Sila and Ouaddai.
Within the CB, support to country operations is coordinated by the Country Support Management Team (CSMT), working closely with other teams within the GPN. The overall goal of the CSMT is to ensure strong, coherent and coordinated support to country offices (COs), as it relates to crisis and fragility, within the full spectrum of the GPN’s service offer. The CSMT steers the effective interaction of GPN Teams, Regional Bureau/Regional Hub and CO counterparts for integrated country support. It ensures that UNDP corporate support is provided before, during and after crises. It also supports and coordinates the GPN crisis response capacity and takes the lead in a UNDP-wide approach to strengthen UNDP capacity in preventing, preparing for, responding to and recovering from crisis.
Under the guidance of the DRR/P and in close collaboration with the Resilience Advisor, the Community Security and Rule of Law Analyst supports the implementation in all components of the STARR project as below.
