How can you make a difference?

Under the direct supervision of the Supply & Logistics Specialist the incumbent will assist in the supply planning, carry out responsibility for end to end vaccine supply chain management from the beginning to the end of the process and provide input into the design and development of improved vaccine supply chain services and delivery mechanisms in compliance with UNICEF’s supply procedure and guideline and monitor the status of overall supply chain.

Key functions, accountabilities and related duties/tasks:

  • Under the guidance of Supply & Logistics Specialist and in collaboration with related Programme Sections responsible to review requisitions for procurement of goods and service to check accuracy of specifications and cost, availability of funds; and ensure that complete consignee details/ distribution list or any other information are available to facilitate finalization of requisitions.
  • Draft & prepares for final signature, always maintaining full confidentiality, Request for Quotations (RFQ), Purchase Orders (PO) and all related procurement documents, monitor production/ manufacturing and delivery status, issue delivery orders/ letters, general correspondences related to local procurement of goods and services in compliance with UNICEF’s Financial Rules and Regulations, Supply Manual Table of Authorization (ToA) and other applicable procurement procedures.
  • Monitor delivery and performance of vendors, prepare and update status report on the Requisition/ POs, expedites delivery as required and realistically possible, continuously updating Supply & Logistics Specialist and the Programme Section(s) on status and providing other related information as required.
  • Under the guidance of the Supply & Logistics Specialist, responsible for making a case, obtaining and maintaining records of all LTA on all general goods procurement.
  • Follow-up with suppliers for timely submission of invoices and processing for payment.
  • Assist the Supply & Logistics Specialist in conducting market surveys to identify new manufacturers/suppliers to expand the approved list of manufacturers and compare the benefits of local production against offshore procurement. Under specific instruction, undertakes works/quality assurance inspections with manufacturers/suppliers.
  • Coordinate and manage all aspects of vaccine shipments.
  • Draft and maintain various forms of communication, including letters, documents, emails, and other correspondence related to PS operations.
  • Prepare and update monthly status reports on vaccine shipments, detailing the shipment pipeline and clearance status. Generate and present monthly supply reports from the system for review during management meetings.
  • Maintain and update all records and files, including opening new requisitions and PS files as required. Regularly update customer files to ensure accurate and up-to-date information
  • Any other duties as assigned by the Supervisor or the Section Chief.

Minimum requirements:

  • Education: Completion of secondary education is a requirement. University studies in business administration, finance, accounting, economics, budget, planning or any other related field is an asset.

For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related            work experience and a master´s degree may replace an additional two years.

  • Work Experience: A minimum of six years of relevant experience (clerical or administrative work) and at least two years hand on experience in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.Understanding of development and humanitarian work.

    Emergency experience an advantage.

  • Skills :
    • Good analytical skill and negotiating skills.
    • Ability to clearly and concisely express ideas and concepts in written and oral form.
    • Ability to manage and monitor the effective use of financial and material resources.
    • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation.
    • Fast learner, adapts and responds to change, tolerates ambiguity.
    • Basic knowledge of latest developments and technology in supply chain management.
    • Basic understanding of supply chain processes, from programme needs assessment, through planning, procurement and contracting, logistics and delivery, monitoring and evaluation.
    • Basic knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of supply chain issues, ethics, and risk management of supply chain operations.
  • Language Requirements: Fluency in English and Bangla is required.
