WHY JOIN WFP?
ORGANIZATIONAL CONTEXT
South Sudan has been in protracted crises since 2013. Independence in 2011 gave hope for national unity, peace, oil revenue and socio-economic development. Yet, by the end of 2013, the country descended into war again. After a number of violent incidents, ceasefires and peace attempts, the Revitalized Agreement on the Resolution of Conflict in South Sudan (R-ARCSS) was signed in 2018. The agreement has brought renewed hope, and there has not been a national-level violent incident. However, the implementation of R-ARCSS chapters has been delayed; thus, South Sudan remains in a fragile state, especially with growing levels of subnational and localized violence and uncertainty around postponed general elections.
The World Food Programme’s (WFP) vision in South Sudan is to address entrenched inequity and isolation, with the goal of fostering unified, interconnected and peaceful communities. This builds on the recognition that in pre- and post-independence, the regions of South Sudan have had different access to social and economic opportunities, with much of the country having been left out from resilience-building assistance. As a result, inequity and isolation remain a threat to achieving zero hunger and sustained peace and stability in South Sudan.
To achieve this vision, WFP has been co-locating and integrating its programs to increase their efficiency, quality and impact on targeted communities to restore livelihoods, strengthen resilience to shocks, and rebuild social cohesion and self-reliance increasingly in hard-to-reach areas.
THE ROLE
This position is based in Juba, South Sudan and reports to the UNHAS Finance Officer.
To support planning and coordinate the delivery of finance, budget and administration support services, and supervise and provide guidance to a team of staff ensuring transparent and efficient utilization of financial resources.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Finance officer for UNHAs, the incumbent will carry out a range of duties including the following:
1. Act as an escalation point in providing procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
2. Participate in the development and implementation of financial policies and procedures, interpret and assess the impact of changes and make recommendations on follow up actions, to support setup and implementation of proper accounting procedures, systems and internal controls.
3. Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to support transparent and efficient utilization of financial resources.
4. Monitor the daily cash position in order to optimize the use of surplus cash and maximize returns on investment through the liquidity portfolio.
5. Ensure that payments are processed in a timely manner, resolve complex issues relating to the disbursement or replenishment of funds in line with WFP rules and regulations.
6. Contribute to the preparation, implementation, and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
7. Co-ordinate with other teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team. 8. Monitor account balances and oversee the recording of financial
8. Monitor, control and analyse general ledger accounts in order to ininitiate and achieve corrective actions.
9. Prepare and analyse financial and statistical reports based on the established frequency and provide recommendations for further actions to the Finance Officer or other staff, to facilitate informed decision-making.
10. Co-ordinate and supervise work of other support staff and support their learning and development in management of financial resources (e.g. managing the petty cash/subimprest account, review and analyse vendor and balance sheet accounts, etc.), to ensure services are delivered consistently and to the required standards.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: University degree in Finance, Accounting, or related fields; or University degree in the same subject(s) plus membership in an internationally recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accountants (ICPA) or equivalent.
Experience:
a. At least 7 years of postgraduate professional experience in finance and accounting.
b. Experience in Special Accounts and/or funds management with WFP Aviation or UNHAS will be an advantage.
Knowledge & Skills:
a. Strong communications and coordination skills.
b. Strong analysis skills
c. Ability to present information clearly and coherently.
e. Reporting skills
f. Firm grasp of WFP Finance rules, procedures, regulations and policies and a sound knowledge of WFP Administration/Procurement (non-food items) procedures.
Languages: Fluent in English Language. Fair knowledge in other UN languages will be desired.
