JOB DESCRIPTION

Organizational Settings

The Regional Office for Africa (RAF) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with centres/divisions/offices at headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. RAF also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAF develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The assignment is located in Administrative Support Unit of RAF in Accra, Ghana.

 

Reporting Lines

The incumbent will work under the overall supervision of the Assistant Director General of the Regional Office for Africa (ADG RAF) and the direct supervision of the Regional Administrative Office a.i.

Technical Focus

Provision of engineering support and oversight for FAO projects throughout their execution which is from inception to the conclusion of the Defects Liability Period.

 

Tasks and responsibilities

•    Assist in the preparation of Terms of Reference, Bill of Quantities (BOQ) and technical evaluation of tender documents.
•    Provide ad hoc guidance and advice on repairs within the office.
•    Conduct on-site evaluations for urgent or special maintenance needs and provide expert advice to the RAF Administration and Premises Management team on the feasibility, cost, and timeline for resolving specific and ad hoc issues.
•    Provide on-site supervision and management of construction activities.
•    Monitor progress against the project schedule and budget, identifying and addressing any deviations promptly.
•    Ensure compliance with technical specifications, drawings, and applicable regulations.
•    Conduct regular inspections to assess work quality and identify deficiencies, providing timely feedback and corrective actions.
•    Support the coordination of contractors, subcontractors, and suppliers to resolve technical issues and ensure smooth project execution.
•    Provide support to senior colleagues and enforce safety protocols to prevent accidents and ensure a safe working environment.
•    Prepare regular progress reports, including photographs and documentation of significant milestones and challenges.
•    Provide technical guidance and support to project teams, resolving technical.
•    Conduct project meetings, providing updates on construction progress, challenges, and proposed solutions.
•    Ensure all responsibilities assigned to the resident engineer as describe in both contracts.
•    Perform other duties as required by supervisor/office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Advanced University degree (M.Sc or PhD)   in civil Eengineering, architecture, or other related fields.
•    Minimum of 7 years of relevant experience in working in the construction industry in Ghana.
•    Working knowledge of English and good knowledge of the local language(s) used at the duty station is required.
