Org. Setting and Reporting
This post is located in the Office for Disarmament Affairs (ODA). ODA provides substantive and organizational support for norm-setting in the area of disarmament through the work of the General Assembly and its First Committee, the Disarmament Commission, the Conference on Disarmament and other bodies. It also provides objective, impartial and up-to-date information on multilateral disarmament issues and activities to Member States, States parties to multilateral agreements, intergovernmental organizations and institutions, departments and agencies of the United Nations system, research and educational institutions, civil society, especially non-governmental organizations, the media and the general public. The incumbent reports to the Chief of Service Conference on Disarmament Secretariat and Conference Support Branch (Geneva). For additional information, please refer to https://www.un.org/disarmament.
Responsibilities
Under the general supervision of the Chief of Branch, the Senior Political Affairs Officer would be responsible for the following duties: • Guides development and formulates policy positions and strategies; develops a direction for work; proposes policy directives and plan of action for immediate and longer-term solutions relevant to the mandate and role of the Branch; identifies emerging issues pertaining to the mandates of the Branch; analyses implications and makes recommendations on possible strategies and measures. • Prepares analytical reports and papers on sensitive and high-profile matters of concern; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials. • Identifies and leads team members efforts in the development and implementation of research, including collection and analysis of data, on longstanding and emerging issues relevant to disarmament, non-proliferation and arms control, such as outerspace matters, for planning, decision-making, presentation and reporting. • Leads substantive knowledge transfer to branch members and key interlocutors on priority disarmament matters (non-proliferation weapons of mass destruction, humanitarian disarmament, confidence building and transparency measures, outerspace, gender and disarmament and emerging technologies) • Leads and guides the branch in the provision of substantive and procedural guidance and services to the Presidents and Chairs as well as other elected offices of intergovernmental bodies, treaties special conferences, summits and frameworks based in Geneva. Develops and maintains relations with senior government officials and advises them on issues and policies of mutual concern. • Supports Chief with day-to-day office management, including administrative oversight related to branch and treaty body budgeting, finance and recruitment procedures. Coordinates and oversees work of colleagues and Branch. • Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the Section/Division or mission; coordinates and oversees work of colleagues and unit. • Directs a work team; plans and allocates work assignments with a focus on optimization of resources; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in all staff development and skills training initiatives. • Coordinates and manages programmes, projects and activities requiring UN interdepartmental and/or interagency involvement and participation. • Represents the office at round tables, meetings, seminars and conferences. • Serves as deputy to the Chief of Service and performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, conflict resolution or related area is required. Experience in supporting, managing and delivering multilateral disarmament processes is required. Experience in providing substantive support in servicing multilateral conferences is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
