JOB DESCRIPTION

USAID Egyptian Pioneers (UEP) is building a more inclusive and capable workforce that elevates sectors critical to Egypt’s economic growth, including women’s empowerment, health, digitization, and climate goals. This program is being implemented by the American University of Cairo (AUC) in partnership with FHI 360 and other partners. The USAID Egyptian Pioneers (UEP) program will provide training and scholarship opportunities at Egyptian and US universities to mid-career Egyptians working in sectors vital to Egypt’s development, as well as undergraduate scholarships to young Egyptians from underserved and marginalized populations to obtain degrees and meaningful employment in the same sectors. USAID is working closely with government ministries and institutions, the private sector, and public and non-public universities to ensure the program addresses their needs and capitalizes on opportunities that directly relate to Egypt’s development objectives.

Job Description:

The Program Officer for Scholars Support will be responsible for providing administrative, operational, and minimal technical assistance for the scholarship program. This position is based in the USA and will work under the supervision of the project manager, collaborating closely with the AUC team in Cairo and the FHI 360 project team based in Washington, DC. The officer will perform the following duties:

Programmatic Administration:

  • Provide administrative and operational support to the program scholars, including the procurement of goods and services, travel arrangements from Egypt to the USA and back, hotel and housing arrangements, and the availability of amenities for scholars.
  • Process and track the monthly living allowances, housing rent, and utility bills for scholars, ensuring that all backup documents are filed properly.
  • Assist with preparing J-1 visa documents and coordinate closely with AUC to ensure the documents meet J-1 visa requirements.
  • Work with the project teams to coordinate the periodic technical and administrative meetings and other project related meetings and ensure that minutes from meetings are regularly updated for use by the program.
  • Assist program scholars with cultural adjustment, exploration, U.S. banking troubleshooting, ensuring medical insurance coverage and access to care and emergency support.
  • Support the team in tracking and following up on work plans, budgets, and deliverables.
  • Under the guidance of the project manager, engage in regular meetings on all program matters to ensure seamless implementation of activities.
  • Support the project team to ensure that the scholars are provided with detailed information about what is expected of them during and after the trainings in the USA and Egypt.
  • Assist the project team with pre-departure orientation for travel to the USA and post-departure orientation before returning to Egypt, as well as conducting post-training surveys and ensuring accurate data collection.
  • Assist the project team in developing the sub-award packages and processing the subaward invoices.
  • Support the program implementation in accordance with FHI 360, AUC guidelines, and policies, as well as USAID regulations to ensure compliance.
  • In close collaboration with the project manager, FHI 360, and other relevant team members, maintain SharePoint files for each scholar, including regular updates as required.
  • Perform other duties as assigned.

Technical Support:

  • In coordination with the project manager and technical team, support scholar admissions and placement, provide information related to scholars and university program offerings, and assist with coordination among scholars and universities as needed.
  • Support scholars with their application packages to ensure they are completed and organized in advance of the application deadlines.
  • Assist the technical team in conducting research on graduate and undergraduate degree programs offered by universities related to priority sectors identified by the Government of Egypt and participate in the evaluation of university offerings.
  • Support the Technical team in preparing program information materials’ development to be used by scholars in Arabic and/or English. These materials will delineate program information and other relevant details for scholars.
  • Assist the technical team and university partners to track and monitor the scholars’ performance and support scholars to manage their study abroad experience through frequent check-in and troubleshooting support.

Finance Support:

  • Work with the finance manager to ensure that all financial reporting is completed in an effective, systematic and timely manner.
  • Assist in disbursement of scholarship funds, housing payments, living allowances, and other items by preparing the relevant paperwork as needed.
  • Work with the finance manager to track and monitor the scholars’ expenditures.
  • Work closely with the finance manager to file scholars’ taxes.
  • Keep up-to-date records of all payments to scholars with proper signatures and authorizations as needed.

Knowledge, Skills and Abilities:

  • Ability to initiate and implement activities with minimal supervision and work closely with the teams in Egypt and Washington, DC
  • Excellent analytical, critical enquiry, writing as well as basic program management skills.
  • Sensitivity to cultural differences and an understanding of political and ethical issues across a broad array of program subjects while being hospitality oriented.
  • Proven ability to coordinate an integrated/multisectoral development or education project.
  • Excellent communication and interpersonal skills with ability to represent FHI 360 in events such as on campus support to the scholars, as maybe assigned.
  • Ability to organize systems to monitor administrative and implementation results and perform detail-oriented work with a high level of accuracy.
  • Interact with scholars with diplomacy and tact and follow-up on requests in a timely and efficient manner.
  • Ability to plan and prioritize work responsibilities under tight deadlines, as well as ability to work independently and as a member of a team.
  • Excellent verbal and written communication skills both in English and Arabic.
  • Good judgment and the ability to deal pleasantly and effectively with people.
  • Knowledge of Microsoft products such as MS NT and MS Office

Minimum Requirements:

  • Bachelor’s degree and at least 2-3 years of experience in the administration of scholarship and/or capacity building and training programs;
  • Required to read, write, and speak fluent English and Arabic.
  • Prior experience working with INGOs/Universities and government organizations would be useful.
  • The position will be based in the US.

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $51,000 – $67,000

International hiring ranges will differ based on location.
