Org. Setting and Reporting
This position is located within the Office of the Chief of Mission Support of the United Nations Support Mission in Libya (UNSMIL). The position is located in Tripoli, Libya and may be redeployed to Sirte or other location in UNSMIL, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support. Tripoli and Sirte are classified as a Hardship “E” duty station and a non-family duty station. The incumbent will be under the overall supervision of the Chief of Mission Support (CMS).
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties: 1. Acts as adviser on management matters pertaining to human resources, budgeting, financial and general administration; 2. As directed, develops, prepares and monitors work plans, strategies and assigned programme areas for the administrative activities of the Mission Support and assists in securing the required human and financial resources; 3. In close coordination with the Legal Officer (Administrative Law), provides advice to the Chief of Mission Support (CMS) on policy issues related to the interpretation and application of the regulations, rules and other administrative issuances taking into account past practice and jurisprudence; handles substantive and procedural questions related to administration and management of staff; 4. Prepares guidelines, reports and communication on a wide range of issues for the CMS and ensures adherence to relevant UN rules, regulations and policies; 5. Drafts or reviews miscellaneous reports and correspondence of a legal nature, as required, including responses to audits and the Joint Inspection Unit (JIU); 6. In cooperation with other offices of the Mission, plans and forecasts the personnel, financial and logistical requirements of all Mission components; 7. Develops the Mission’s national staff capacity building programme and actively engage in the programme communication and implementation phases; 8. Certifies mission expenditure using delegation of authority granted by the UN Controller and reports on administrative, logistical and financial matters accordingly; 9. Coordinates and reviews all activities relating to audits and risk management; monitors and follows-up on the implementation of audit recommendations from the Board of Inquiry (BOI), Board of Auditors (BOA), and Office of Internal Oversight (OIOS) on administrative matters; 10. Liaises with local authorities, UN Agencies Funds and Programmes (AFPs) and/or other parties on behalf of Mission Support; 11. Supervises all personnel in the office of the CMS and addresses all performance management queries that may arise; 12. When required, represents the CMS in various Standing Boards and Committees such as the Property Survey Board, Claims Review Board and may act as a member of the Local Committee on Contracts; 13. Undertakes evaluation of support provided by Mission Support to the various parts of the Mission; 14. Performs other duties as assigned.

Education
High school or equivalent diploma is required. The minimum years of qualifying experience can be reduced to 7 years for candidates who possess a first level university degree.
Job – Specific Qualification
Technical training in general administration, human resources, change management, training assessment is desirable.
Work Experience
At least twelve (12) years of progressively responsible experience in human resources, budget, finance, logistics or general administration and field operations support is required. The minimum years of qualifying experience can be reduced to 7 years for candidates who possess a first level university degree. Experience in handling complex communication at the international level is required. Experience in the reports and data analysis covering areas in mission support services, including, coordination with other offices for presentation to senior management is required. Experience in leading front-office management of a Senior Official is required. Experiences in international organization, preferably on matters related to staff entitlements, appeals, grievances and/or employment and labour law are desirable. Hands-on experience with UN administrative/financial policies and practices is desirable Experience in a UN field mission or other similar international organization in a conflict or post-conflict setting is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Knowledge of Arabic is desirable.

Staff members holding FTA-limited may be terminated in accordance with staff regulation 9.3 and staff rule 9.6. • In cases of abolition of post or reduction of staff, staff members holding FTA-limited will be separated upon expiration of appointment in accordance with staff rule 9.4 if their appointment expiration date coincides with the date of abolition of post or reduction of staff. If the expiration date of their appointment is beyond the date of abolition of post or reduction of staff, they will be reviewed for possible retention within the downsizing entity in accordance with ST/AI/2023/1.
