The Legal Analyst is assigned to the UNESCO Desk in Kyiv to provide it with expertise and advice on local regulations, first and foremost in the fields of construction and international technical assistance. The Legal Analyst, recruited locally and working remotely, would primarily be responsible for providing technical support to the Desk’s operations through legal research, legal advice, document drafting and evaluation, and ensuring regulatory compliance of various UNESCO activities in Ukraine The Legal Analyst shall work under the direct supervision of the Head of the Desk, closely cooperating with Headquarters, relevant sectors, and UNESCO staff/consultants based in Kyiv and other cities, as required.
Summary of Key Functions: • Provide qualified legal advice to the Head of the UNESCO Desk in Kyiv and its senior personnel on core and programmatic activities • Prepare legal opinions and perform legal research and analysis, including on complex or novel issues that may arise as part of the UNESCO operations in Ukraine – primarily in the administrative law concerning international technical assistance and construction, including, required permissions and procedures, etc. • Review and assess documents submitted by UNESCO contractors and partners, when regulatory compliance has to be ensured • Participate in meetings and individually liaise with national and local authorities concerning legal issues concerning UNESCO activities in Ukraine • Liaise with legal personnel of sister agencies and humanitarian partners regarding best practices • Ensure knowledge management and retention on the legal issues resolved Impact of Results • The Legal Analyst shall provide crucial legal support to UNESCO operations in Ukraine, which often concern areas heavily regulated by the national legislation. Such support shall ensure that all programmatic activities are implemented smoothly, facilitate the sustainability of their results, and support relations with local and national authorities.
