Mission and objectives
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.
Context
The governance and women’s political participation and leadership portfolio builds on critical results achieved between 2018-21 and capitalizes on existing enablers to advance the number of women in local and national governments, and key gender normative frameworks including Beijing Platform for Action, CEDAW, Convention on the Rights for Persons with Disabilities and non-discriminatory legislative reforms. Drawing on its global experience and regional expertise, the UN Women’s Office for the Arab States (ROAS) recently finalised a regional Women’s Political Participation and leadership programme document ‘Breaking Barriers’ covering an initial four countries (Iraq, Jordan, Lebanon and Libya) containing 7 outputs that address both enablers and dis-enablers in the contact of WPP/L. The programme works with key partners including relevant line ministries, civils society (national and regional) and UN partners. The portfolio includes a dedicated workstream on data generation and works closely with the Knowledge Hub and data team to generate innovative monitoring tool on qualitative and quantitative data on WPP/L and resilience. The first stage of the tool is complete and now the second phases focusing on qualitative date is in preparation. On non-discriminatory laws, ROAS works in partnership with UNDP. UNFPA and ESCWA on a regional monitoring tool covering 77 indicators that measure the level of compliancy with international laws from a gender responsive perspective. The tool is evaluated every year and updated in consultation with member states. The portfolio also has a dedicated focus on Leave No One Behind and specifically on women and girls with disabilities. The approach to disability inclusion is both mainstreamed and targeted and includes: finalization of a concept note to map out collaboration with the Special Rapporteur on the Rights of Persons with Disabilities in the Arab States; training on gender and disability from a normative perspective already conducted in both Kuwait and Qatar; internal capacity building of UNW using the EnAbility tool; technical support to disability inclusion task forces in KSA and Bahrain.
Task Description
The Finance and Programme Associate is to support the women’s WPP/L and governance team by performing a variety of standard programme, finance and administrative processes ensuring high quality and accuracy of work. The Finance and Programme Associate is expected to promote a client, quality and results-oriented approach, and to work in close collaboration with UN Women staff members as well as the implementing partners of the programme, to ensure consistent service delivery and to resolve complex administration-related issues and information delivery. – Coordinate and supervise financial and administrative work:- • Assist in the development of workplans and budget plans (including procurement and HR plans) and provide support for monitoring budget in terms of expenditures according to the work plan; • Support the organization and logistical arrangements of regional conferences, workshops, and events; • Lead and coordinate the travel arrangements for the team, including the creation and management of travel requests and security clearances through internal UN Women online systems (i.e., UNALL and Quantum) for programme staff members, consultants and partners participating in missions and workshops, as needed; • Support coordination efforts, ensuring the flow of information with partners as needed; arranging for meetings with stakeholders and drafting minutes of meetings as requested; • Oversee protocol matters, registration of hired consultants in UN Women online systems, release of their scheduled payments, and other administrative matters; • Prepare conduction of audits by facilitating the necessary information; • Support preparation and organization for the processes of call for proposals/procurement quotations; – Support financial oversight, management and monitoring:- • Coordinate and lead the revision of programme budget plans and maintain a close oversight and monitoring of programme financial status and expenditures; • Manage any needed financial reporting to meet financial requirements with donors; • Monitor regular transactions posted to projects ensuring actual expenditure has been recorded against the correct Chart of Account (COA) and budget category, and take timely corrective actions as required; • Support quarterly financial reporting submitted by implementing partners, including following up on Face Forms, release of advances and liquidations. Conducting quality assurance on implementing partners’ submissions as needed. • Initiate and monitor payment processes for consultants • Creating e-requisitions in Quantum and register goods/services receipt in Quantum; • Prepare non-PO invoices as needed; • Provide information inputs to financial reports for the Regional Office, HQ Finance and stakeholders; • Provide inputs and take necessary actions to facilitate timely operational and financial project closure. • Provide substantive inputs to the preparation of procurement plans and contribute to monitoring their implementation; • Generate procurement related to the delivery of event management, translation services, reports; research and draft responses to enquiries; • Review procurement requests and initiate procurement procedures and project equipment, supplies and services; • Organize and manage procurement activities and processes, including the preparation and conduct of Request for Quotations, Invitations to Bid or Requests for Proposals, and the opening and evaluation of tenders; • Coordinate contract negotiations, and prepare request for award of contract for the review and approval of relevant authorities, as required; – Technical Knowledge:- • Research and fact check relevant normative and political reports for internal use. • Draft talking points providing key data points. • Support preparation and delivery of governance and disability inclusion trainings.
