UNOPS South East Asia Multi-Country Office

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia – 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Mekong, and EAPMCO Philippines.

In 2024, the UNOPS EAPMCO implemented projects worth more than USD 80 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.

The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UN’s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives.

ETP focuses on Indonesia, the Philippines and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides high-level technical advisory support, holistic support to Governments on financing and technical needs, capacity and skill development, and facilitation of dialogues in all related areas.

Project Management Support Associate’s Role

The Project Management Support Associate will be responsible for providing coordination and implementation support to 3 country programmes in Indonesia, the Philippines and Vietnam, with approximately 60 active and 20 pipeline projects in a continuously expanding portfolio; as well as other backstopping support to ETP operations, adhering to fund management and project management methods and strategies.

The ProjectManagement Support Associate works under the general guidance and supervision of the Senior Fund Manager, and in close collaboration with the Programme Management Senior Officer. S/he also works in collaboration with Programme colleagues in the three targeted countries and UNOPS Regional offices in the support services.

1.Portfolio Planning, Implementation and Monitoring

  • Support all aspects of country programme and project implementation and service delivery in full compliance with UNOPS rules and regulations.
  • For procurements, review project TORs, coordinate with the Procurement team to identify relevant tender modalities, prepare and launch tender process, coordinate the proposals evaluation and contract set-up, monitor contract implementation, facilitate project’s technical product review, and facilitate project payments and contract closure.
  • For recruitments, prepare TOR, RRF and relevant documents, coordinate with HR to identify relevant recruitment modalities, and contribute to the recruitment process per the management’s guidance.
  • Monitor progress for all projects under his/her responsibility, anticipating implementation and contractual issues, and coordinating with relevant colleagues and teams to address common problems while referring complex issues to the supervisor for advice on suitable course of action.
  • Participate and contribute to the regular meetings with the Programme team to discuss programme and project planning and progress.

2. Implementation of ETP Operational Strategies

  • Follow ETP operating manuals and the Fund Management’s guidelines to disseminate information and ensure awareness of and compliance by all staff.
  • Maintain and organize accurate records of project data, files, templates, and other documents on the ETP shared drive.
  • Contribute to the preparation of UNOPS quarterly project assurance reports, ETP semi-annual and annual reports to the Steering Committee, and other ad hoc reports requested by ETP funders.
  • Support the drafting and facilitate UNOPS review of legal documents, such as MOUs, partnership agreements, funding agreements, as assigned by the supervisor.
  • Identify best practices and lessons learnt linked to the Fund Management work and regularly update the project tracker/dashboard to institutionalize and disseminate information and knowledge.
  • Foster effective working relationships internally with the relevant UNOPS offices and units such as MCO, PMO, SSU, Finance, IPAS, etc.; and externally with project implementing partners and consultants.

3. Cross-cutting Secretariat Support

  • Support travel arrangements for ETP staff, and ensure timely response, proper documentation, and payment processing.
  • Organize and provide logistical support for meetings, events, trainings, workshops, and study trips.
  • Support the preparation and organization of two meetings per year for ETP Steering Committee (composed of a dozen funder representatives), one virtually and one in-person.
  • Prepare agenda, briefing notes or presentation materials as required for events, mission travels, or discussion on project activities.
  • Coordinate with all ETP staff to gather information and compile the ETP bi-weekly programme updates for sharing with the EAPMCO Director.
  • Carry out other operational and support activities, as needs arise.

Education

  • High School Diploma is required.
  • First University Degree or Technical Diploma in Business Administration, Public Administration, or relevant disciplines will be an asset and may substitute some of the required years of experience.
  • Master’s degree in the above mentioned field/s is preferred.

Experience

  • Minimum of six (6) years of relevant experience in project/programme management support, general administrative, logistics, or operations’ support services in national or international public or corporate organizations in combination with a High School Diploma is required.
  • Prior experience in fund management or related fields is an asset.
  • Proficiency in computer and office software packages (G-Suite) and experience in handling web-based management systems is preferred.
  • Experience in use of Enterprise systems including OneUNOPS is desirable.

Language requirement

  • Full working knowledge of English is required.
  • Working knowledge of another, official UN language is desirable.

Terms and Conditions
