Organizational Context

The UNDP Tunisia Country Office (CO) leads UNDP’s support to Tunisia in the achievement of its national human and sustainable development objectives in alignment with its national priorities for the achievement of Agenda 2030 and the Paris Climate Agreement commitments.  UNDP Tunisia works on areas such as 1) inclusive growth and human development; 2) climate action, environment, energy and disaster risk reduction; and 3) governance.

The UNDP Resident Representative (RR) leads UNDP Tunisia’s efforts in cultivating, building, and nurturing strategic relationships and alliances which are essential for advancing and successfully achieving the mission of UNDP.  These relationships encompass a wide range and number of key constituencies and development partners, that includes the Government of Tunisia, existing and emerging donor countries, multilateral institutions such as the IFIs, the European Union, civil society, the private sector, foundations, academia and think tanks, the wider UN system, as well as global, regional, and national media.

Position Purpose

In this context, the UNDP Tunisia CO is seeking a Partnerships and Outreach Analyst (NOB) to develop and implement outreach and partnerships strategies for the CO which support 1) implementation of the CO vision spanning across strategic engagement and outreach teams, programme and operational teams; 2) supporting engagement with key audiences and stakeholders around UNDP’s programmatic offer, to enable achievement of results in line with UNDP’s Country Programme Document 2021-2025; and 3) ongoing forward-looking analyses to ensure that UNDP’s partnerships and communications strategy and approaches remain relevant.   UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks that the world is facing and that call for assembling of multidisciplinary teams for an integrated response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

Within the Country Office, the Partnerships and Outreach Analyst works as part of the Strategic Engagement and Outreach team, which reports directly to the RR.  This team also includes an M&E and Reporting Specialist; a Gender and Inclusion Analyst and a Communications Associate.  As a collective, the team leads on design and management of strategic planning, M&E and reporting system and framework in line with the UNSDCF and CPD ensures effective monitoring and reporting of the country programme and related projects; ensures a focus on gender and inclusion in all of UNDP’s programming, advocacy and partnerships; ensure effective implementation and management of evaluation policies, strategies and processes; builds UNDP’s influence, brand and reputation in Tunisia, as part of a global UNDP network; manages and leverages relationships with public and private partners to drive positioning and mobilize political and financial support for UNDP in Tunisia; ensures effective communications for internal and external audiences across print, digital and video.  To deliver on these objectives, the team works in close coordination with one another, and all UNDP other teams across the Country Office.

Key Duties and Accountabilities

1) Support UNDP leadership in strategic outreach and partnerships building to advance the Sustainable Development Goals (SDGs) 

Example of Duties:

  • Research, identify and map opportunities to build UNDP’s brand, influence and visibility with all Tunisian development stakeholders, including civil society, academia, private sector, multilateral and bilateral development partners and public institutions, as an enabler of UNDP’s impact in Tunisia in the areas of a) inclusive growth and human development; b) climate action, energy, environment and disaster risk reduction; and c) governance, in close coordination with other colleagues in the Strategic Engagement and Outreach team, programme and projects; UNDP’s Regional Bureau for Arab States and Bureau for Policy and Programme Support, Bureau for External Relations and relevant policy offices and liaison offices;
  • Lead development and coordinate implementation of an outreach and partnerships strategy for UNDP’s CPD in Tunisia, including an annual action plan which identifies relevant entry points for outreach and engagement with key audiences and partners, in close coordination with other colleagues in the Strategic Engagement and Outreach team, programme and projects; as well as UNDP RBAS, BPPS, BERA and relevant policy offices and liaison offices;
  • Coordinate the preparation and roll-out of thought leadership and advocacy products which  showcase UNDP’s offer, programmatic results and promote improved visibility of UNDP with all development stakeholders in Tunisia, in close coordination with other colleagues in the Strategic Engagement and Outreach team, programme and projects;

 

2) Support creation and management of partnerships for the SDGs in Tunisia

Example of Duties:

  • Provide recommendations for improved UNDP CO positioning vis-à-vis new/emerging partners;
  • Develop collaborative relationships with key technical and financial partners in Tunisia, in coordination with programmes and projects;
  • Accompany and support Country Office managers in outreach to development banks, member states and other key bilateral and multilateral development partners;
  • Facilitate and guide negotiations around partner agreements in line with UNDP policies and in liaison with partnerships and legal offices at UNDP HQ;
  • Track and ensure the timely preparation of correspondence in fulfillment of partner agreements;
  • Monitor partnerships and resource mobilization related indicators in corporate performance systems and dashboards (Quantum) and proactively inform and guide CO teams to ensure compliance with partnerships requirements and agreements

3) Support implementation of effective outreach strategy with partners in Tunisia

Example of Duties:

  • Support the RR and CO managers’ outreach to new and emerging partners and audiences, including the general public, in Tunisia, in coordination with UNDP’s Regional Bureau for Arab States and Bureau for Policy and Programme Support, Bureau for External Relations and relevant policy offices and liaison offices;
  • Promote coherence of outreach by ensuring the link between outreach and partnerships actions and strategies, in coordination with UNDP programme/project teams;
  • Support the RR and CO managers in promoting joint advocacy and outreach efforts with Tunisia development to maximize UN/DP’s influence and impact;
  • Ensure flow of relevant information between CO, regional and global colleagues to ensure policy coherence and positive public relations impact of UNDP’s outreach, advocacy and partnerships efforts;

4)  Enhance knowledge management on outreach and partnerships building within UNDP Tunisia

  • Ensure knowledge dissemination and training within the CO on partnerships creation and management.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Requirements:

Education

Master’s Degree or equivalent Advanced Degree in public relations, branding and marketing, media studies or communications or journalism, development studies, statistics, public policy, economics or business administration; OR a first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

 Experience, Knowledge, and Skills

  • A minimum of two years (with Master’s degree) or four years (with Bachelor’s degree) of working experience in the field of PR, branding and marketing, partnerships or media or communications is required.
  • Experience working within an international organization or development agency is an asset.
  • Prior managerial experience is an asset.
  • At least one work experience in the field of branding/marketing/PR/outreach, media, or partnerships is an asset.
  • At least one work experience in the field of graphic design and/or data visualization or infographics and/or media production is an asset.
  • Language requirements: Proficiency (written and spoken) in Arabic, French and English is required.
