Description of the Assignment:

Objective

The primary objective of this consultancy is to support the MOF in designing a Climate Finance Hub, which has the dual role of supporting the Financing Strategy implementation and offering specialized capacity-building and knowledge-building services on green finance. The Hub will have external staff including a Chief Technical Advisor and Administrative support staff in addition to the designated staff of the Ministry of Finance.

Building on this the consultant is expected to support the Ministry of Finance to review and update the Public Finance Development Strategy 2025 /Vision 2030 integrating the climate finance and resource mobilization opportunities.

Scope of Work

Under the overall guidance of the MOF’s Fiscal Policy Department and UNDP Project Assurance team, the International Consultant will be responsible for the following:

Task 1: Design the Organizational, governance and administrative Structure of the Climate Finance Hub in the MOF

· Define the overall organizational structure of the Hub, including the team composition (e.g., Chief Technical Advisor, administrative staff).

· Develop clear roles and responsibilities for each member of the team including scope of work of that of the proposed Chief Technical Advisor and Administrative support staff.

· Create a governance framework for the Hub, detailing reporting lines and decision-making processes.

· Develop operational procedures for the Hub, including coordination processes with the MPI and other stakeholders on the support to the the 9th NSEDP Financing Strategy Committee and on the formulation of the 10th NSEDP Financing Strategy.

· Design data collection, monitoring, and reporting systems to track the progress of actions where the MOF is the designated lead.

· Establish clear workflows for compiling progress reports and coordinating with MPI on monitoring efforts.

· Identify tools and technologies to facilitate the Hub’s operations and communication.

· Identify capacity building needs of the Ministry of Finance and line ministries on green finance.

Task 2: Provide support to review and update the Public Finance Development Strategy 2025 and Vision 2030

· Conduct an in-depth review of the the Public Finance Development Strategy 2025 and Vision 2030 including progress updates prepared by the Ministry of Finance

· Identify key areas for strengthening the focus on green finance, climate finance, and thematic finance

· Provide inputs on the domestic revenue mobilization strategy, to be incorporated in the Public Finance Development Strategy 2035

Period of assignment/services: 50 working days
