Mission and objectives

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. UNV is administered by the United Nations Development Programme (UNDP) and reports to the UNDP/UNFPA/UNOPS Executive Board.

Context

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. We work with partners to integrate qualified, highly motivated and well supported UN Volunteers into development programming and promote the value and global recognition of volunteerism. The UNV Field Unit (FU) in Ukraine is mainly accountable for the mobilization and placement of UN Volunteers in UN Agencies, Funds, and Programmes focused on emergency response to the war in Ukraine, development, and humanitarian needs. The Field Unit represents and positions UNV in Ukraine and brings UNV’s services and solutions closer to its partners from UN entities, governments, civil society, and private sector.

Task Description

Under direct supervision of UNV Country Coordinator and matrixed supervision of Regional Talent Acquisition Analyst, the Talent Acquisition Associate will perform the following tasks: • Assist Regional Talent Acquisition Analyst to develop and implement targeted talent acquisition activities as per the UNV talent acquisition plan to attract and retain onsite and online volunteer talents meeting the demand of UN partners in Ukraine and neighbouring countries. • Identify and monitor national and international volunteer recruitment trends and assist in setting outreach priorities at the country level based on regular demand and supply analysis, as well as volunteer mobilization forecasts, to increase qualified candidates in talent pools in terms of category and area of expertise • Identify local talent sourcing channels and build solid relationships with talent providers, especially for hard-to-fill profiles on demand, record talent sources and track sourcing activities through UNV CRM. • Support RO on the sourcing of national UN Volunteer talents develop regular quantitative and qualitative analyses of the national talent pool and take corrective action as required • Utilize innovative and proactive methods to attract and engage potential talents, including leveraging social media, professional networks, and other relevant platforms • Establish and maintain strong relationships with external partners and talent providers to enhance talent acquisition capabilities and expand talent network • Develop the outreach and communication plans in line with the Field Unit and Regional Office Annual Work Plan and priorities • Identify, conduct, and monitor regional outreach campaigns and other talent sourcing techniques aimed at generating a consistent, diverse flow of applications in line with regional and local volunteer recruitment targets, including specific volunteer demographics (persons with disabilities, refugees, young people, gender parity), regions, countries hosting the Ukrainian diaspora or unique occupational profiles • Introduce UNV to the communities and potential candidates who are interested in UNV assignments, communicate with the candidates, facilitate outreach sessions through universities, professional associations and networks, UN Partners and civil society organizations. • Support the country coordinator in advocating for volunteers and promote volunteerism through social media and working group platforms; facilitate meetings, webinars, capacity building exercises to support improvement of volunteer experience. • Perform other necessary assignments as required

Living conditions and remarks

Entitlements of National UN Volunteer (Specialist) • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment. Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year.
