JOB DESCRIPTION

The Position:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current Strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

During its 9th Country Programme, the UNFPA Country Office has been making earnest efforts to forge partnership with the Government, quite several development partners, the private sector and sister UN agencies to mobilize and leverage resources in support of the Country Programme’s interventions In development, humanitarian and peace settings.

The major shifts that are being witnessed in the international development finance landscape are duly being explored by the UNFPA Country Office for additional sources of funding to complement core resources. Moreover, given the fluctuations of core resources and non-core funding from traditional multilateral and bilateral donors for Ethiopia, the Country Office has been exploring the possibility of leveraging resources through the South-South Cooperation platform, partnering with the private sector and emerging donors, as well as with other UN Agencies.

To strengthen these efforts, UNFPA Ethiopia seeks to engage an International individual consultant whose primary role will be to support the enhancement of partnerships, resource mobilization, management of project proposal and report preparation, ensuring compliance with funding agreements, and maintaining high standards in documentation and reporting.

Under the oversight of the UNFPA Representative and direct supervision of the Resource Mobilization and Partnerships (RMP) Specialist, the IC for Partnerships and Programmatic Compliance is responsible for supporting UNFPA Ethiopia in building and strengthening partnerships, developing high-quality project proposals, ensuring compliance with donor and internal standards, producing comprehensive and accurate project reports, attracting resources.

The IC will support the Resource Mobilization and Partnerships Unit to carry out the following tasks:

  • Fostering Partnerships

Identify potential partners and establish strategic partnerships with relevant stakeholders, including government entities, on-government organizations, and international agencies.

Engage in regular communication with partners to foster collaboration and mutual understanding of objectives and responsibilities.

Support in organizing partnership meetings, joint planning sessions, and follow-up activities to reinforce partnerships.

  • Project Proposal Writing

Develop high-quality project proposals that align with UNFPA’s strategic objectives, as well as partner and donor priorities.

Conduct needs assessments and data collection to inform proposal development.

Ensure that project proposals meet donor requirements and internal standards.

  • Project Reporting

Prepare and coordinate with Fund Code Managers the submission of comprehensive and timely project reports as required by donors and UNFPA guidelines.

Ensure accuracy, coherence, and consistency in project reports, including the integration of feedback from partners and stakeholders.

Coordinate with field offices and implementing partners to gather data, achievements, and challenges to ensure accurate reporting.

  • Compliance with Funding Agreements

Ensure all project activities comply with UNFPA and donor regulations, requirements, and standards.

Conduct regular compliance checks on project activities and expenditures.

Support the preparation of audits and evaluations as required.

  • Quality Assurance

Review and provide feedback on project proposals and reports to ensure quality, coherence, and alignment with donor and UNFPA standards.

Establish and implement quality control processes for documentation and reporting.

Conduct capacity-building activities with project staff and partners on proposal writing, reporting, and compliance standards.

Qualifications and Experience: 

Education:  

Master’s degree in areas such as public health, international development, social sciences, or a related field.

Knowledge and Experience: 

At least five (5) years in partnership management, project proposal development, and report writing, preferably with the UN, international organization or NG O.
● Knowledge and experience in SRH, Gender/GBV and Population and Development programme.
● Strong understanding of donor requirements, particularly related to the UN, and experience ensuring compliance.
● Excellent writing and verbal communication skills in English. Knowledge of other languages is an asset.
● Proven ability to work effectively in multicultural settings and under tight deadlines
