Early Childhood Development and Education is one of the priority areas of the UNICEF Uzbekistan Country Programme. UNICEF has been providing technical assistance to the Government of Uzbekistan in its efforts to improve access and quality of Early Childhood Education services.
In the framework of the Islamic Development Bank (ISDB) funded project “Enhancing Access to Quality Early Childhood Education Project in the Republic of Uzbekistan,” UNICEF is implementing partner for the implementation of the component related to the reform of in-service and pre-service training for capacity building of teachers and managers. The sub-component 2.2 of the IsDB funded project has two priority areas of focus: (i) development / revision of in-service training for preschool teachers and managers, and (ii) reforming the pre-service training of preschool teachers with outlined series of activities to achieve the set goals and objectives.
In 2024 within pre-service teacher training curricula revision sub-component several activities were held to improve pre-service teacher training system and address on-going reforms in Teacher Professional Development (TPD) system. National Teacher Training Curriculum Framework (NTTCF) was developed with technical support from UNICEF which defines the overall vision, critical content areas, pedagogy, linkages, and assessment upon which a teacher education program should be based. It will help to develop the range of knowledge, skills, attitudes, and values required of a teacher who is entering the preschool education field. The NTTCF was validated with National and International stakeholders and will be finalized and submitted to MOPSE for approval by the end of 2024.
At the same time UNICEF provided technical support in the revision of pre-service teacher training curricula. As a result, curricula for 3 years of Pedagogical University (Bachellor’s degree) have been approved, including 4 syllabi for the first year of study and 154 students of the first grade benefited from the new programme. The further revision of the curricula will continue for the next years based on the new framework document to be approved.
Scope of Work:
In 2025 the work on TPD system enhancement will be continued with the focus on further revision of the curricula and development of the criteria for curriculum assessment/evaluation, capacity building of Pedagogical University Faculty and other related activities within the framework of IsDB funded project.
Under the direct supervision of the ECD Officer and in close collaboration with the National Consultant the International Consultant will support the activities related to the reforming the teachers’ professional development system for preschool education as per the developed and agreed Project Appraisal Document (PAD), Component 2.2.
The Consultant will contribute to various project phases and ensure achievement of concrete and sustainable program/project results according to plans, budget allocation, result based-management approaches, methodology. Quality review of deliverables will be based on UNICEF’s strategic plan, standards of performance and accountability framework.
Also, MOPSE approached UNICEF to support review and analysis of the current Preschool curriculum “Ilk Kadam” agains best international practicies and Singapore Preschool Curriculum with the possible revision and improvement in 2025 based on the Cabinet of Ministers’ Resolution. It is expected that International Consultant will provide expert support in review and analysis of the Preschool Curriculum and revision based on the recommendations.
This is the continuation of the consultancy with approximately five visits to Uzbekistan in 2025 to be followed by other phases of project implementation as per the PAD.
The International Consultant will be in charge of several activities and tasks:
1. Revision of Pre-Service curricula for preschool teachers’ training
- Develop criteria for curriculum assessment/evaluation/checklist based on a National Teacher Training Curriculum Framework (NTTCF) for preschool teachers.
- Finalize the pre-service curriculum assessment/evaluation/checklist based on the NWG recommendations.
- Conduct analysis of pre-service program against the NTTCF assessment/evaluation/checklist and propose a revised curriculum.
- Develop five exemplary course packs for pre-service preschool teachers training program jointly with NWG: on research methods, practicum, teaching methods in ECD/E, assessment for learning, introduction to the National Preschool Curriculum “Ilk Qadam”.
- Conduct meeting/round table discussions with MOPSE/Tashkent State Pedagogical University to get agreement on a revision of the rest of the courses in accordance with the exemplary course packs.
- Revise additional syllabi in the pre-service curriculum by Preschool Education Faculty of TSPU
2. Capacity Building for Pedagogical University Faculty (third and fourth quarter)
- Develop and conduct a survey/needs assessment tools for identifying professional development needs of TSPU professors/teachers to build capacity for new curriculum implementation.
- Develop a training program outline for TOT based on the needs assessment results.
- Conduct meeting/round table discussion with MOPSE and TSPU management to present and discuss needs assessment results and TOT outline.
- Develop the training package for the training of Master Trainers and Teachers based on the needs assessment survey recommendations.
- Create an assessment tool for the quality of training assessment/evaluation.
- Conduct TOT for 20-25 preselected faculty members (from TSPU and Pedagogical college)
- Develop a Faculty Guidebook documenting the best and recommended practices in a course syllabus design, teaching and assessment practices.
3. Provide technical expertise in review and revision of the National Preschool Curriculum “Ilk Kadam”.
- Review and make an analysis of the National Preschool Curriculum “Ilk Qadam” based on the best international practices (UNESCO frameworks, preschool curricula of Singapore and other developed countries).
- Provide technical support in revision of the Ilk Qadam Curriculum based on recommendations of the analysis.
- Conduct meeting/round table discussions with MOPSE to present and discuss revised Ilk Qadam and next steps for further materials development.
- Develop methodological materials to support Ilk Qadam implementation based on the analysis conducted at the end of 2024.
- Develop training package/materials for TOT on Ilk Qadam implementation.
- Train trainers (ToT) on revised Ilk Qadam.

Travel: Travel International (to Uzbekistan) at least 4 times.
Conduct briefing workshop and capacity development sessions for the faculty members and NWG members.
Please submit a professional fee (in USD) based on 120 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
To qualify as an advocate for every child you will have…
- An advanced university degree in one of the disciplines relevant to the following areas: education, or any other social sciences.
- More than 10 years of professional and relevant experience in education, preferably in ECD/E in curriculum development, teacher training/capacity development.
