Job Description Summary:

Based in the Field Office, the Programme Assistant will work under the overall supervision of the Head of Field Office and under the direct supervision of the SCOPE lead in the Field Office. The incumbent will be supporting the field office in overall SCOPE operations including registrations, deduplication and transfers management

Job Description

Main activities are highlighted below:

The main responsibilities include but not limited to:

  • Assist the SCOPE Lead in the Field Office to oversee beneficiary registrations across the provinces and ensure that registrations are progressing according to the plan
  • Regularly check registrations data for data quality issues and follow-up with CPs for rectification
  • Regularly extract the mobile import errors of registration data, analysez it and share it with CPs for corrective actions
  • Update the registration tracker by adding new projects and updating it with registration and equipment data
  • Regularly check SCOPE registration monitoring reports submitted by Third-Party Monitors for SCOPE related issues and timely follow it up with the CPs for corrections
  • Support SCOPE field office team in deduplication by extracting duplicated identities and actioning it based on the deduplication SOP
  • Support the SCOPE Field Office team in transfers management including setting up interventions, enrolments of recipients, SCOPECARD printing, and process of distribution cycle
  • In coordination with Field office ICT, regularly provide SCOPE trainings to Cooperating Partners’ staff on SCOPE registrations, real-time biometric identification, data quality standards, redemptions, reconciliations, and other areas necessary for quality data collection
  • Support the Programme associate in ensuring compliance at Field office level with WFP’s guide to personal data protection and privacy guide, Beneficiary identity management guide, and other relevant WFP policies
  • Conduct field visits to ensure smooth SCOPE registrations and SCOPE based distributions
  • Any other tasks as assigned by the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in the fields of business administration, public administration, computer science or any other relevant field.

Experience: At least 5 years of experience in humanitarian response, identity management, information management, or any other relevant field · Experience in SCOPE registration and deduplication is an advantage · Demonstrated experience in project management, business management, and user support · Demonstrated experience of drafting project management documents, standard operating procedures, and project implementation plans.

Knowledge & Skills:

  • Possession of combination of broad business skills coupled with familiarity with management
  • information systems
  • Strong written and oral communication skills Experience working in a United Nations agency,
  • and preferably with WFP.
  • Field experience in Afghanistan.
  • Computer skills in Word processing, Excel, PowerPoint, typing English/Pashto/Dari

Languages:

Fluency in both oral and written communication in English and local languages (Pashto/Dari)
