JOB DESCRIPTION

Background
Diversity, Equity and Inclusion are core principles at UNDP:  we value diversity as an expression of the multiplicity of nations and cultures where we operate, we foster inclusion as a way of ensuring all personnel are empowered to contribute to our mission, and we ensure equity and fairness in all our actions. Taking a ‘leave no one behind’ approach to our diversity efforts means increasing representation of underserved populations. People who identify as belonging to marginalized or excluded populations are strongly encouraged to apply. Learn more about working at UNDP including our values and inspiring stories.
UNDP does not tolerate sexual exploitation and abuse, any kind of harassment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.
UNDP works to eradicate poverty and reduce inequalities through the sustainable development of nations, in more than 170 countries and territories. The Regional Bureau of Asia and Pacific (RBAP) has the responsibility to guide and support 24 Country Offices in achieving the above objectives. RBAP’s Bangkok Regional Hub (BRH) supports countries and UNDP Country Offices in the Asia-Pacific region on various development issues, including the governance of climate change finance.

To respond to growing demands by countries and UNDP Country Offices, a multi-disciplinary ‘governance of climate change finance’ team was established in 2009 to deliver the abovementioned services through a coordinated regional approach. It is currently implementing two flagship regional projects—one funded by the UK Department for International Development (DFID) and one by Government of Sweden. UNDP has been supporting governments to better articulate their response to climate in Asia and the Pacific through advocacy at multi levels, technical assistance, and policy advisory services. Support includes strengthening coordination mechanisms between Ministries of Finance, Planning, Environment, and local governments through a ‘whole of government’ approach to deliver integrated and comprehensive policies, strengthening budgeting processes and frameworks, and strengthening budget accountability mechanisms. Taken together, these activities are pivotal to enhancing partner countries’ ability to mobilize, manage, and target resources earmarked toward a national climate change response.

The project aims to support governments and other actors in the ecosystem to identify and scale up climate finance innovations and in their efforts to mobilize and use both public and private climate-responsive resources more effectively. The CFN is part of a bigger UK Government programme ‘Climate Action for Resilient Asia (CARA)’ announced at the COP 26 on the 8th of November 2021, which aims to strengthen the resilience of vulnerable communities, economies, and the environment against the impacts of climate change and promote low carbon growth across the Indo-Pacific. The Climate Finance Network will cover 18 countries in Asia Pacific.

UNDP’s Regional bureau for Asia Pacific’s Sweden-funded Governance of Climate Change Finance (GCCF Phase I and II) project was housed in the Bangkok Regional Hub (BRH) during 2017-2022.   UNDP with the support of Government of Sweden (Sweden) is also in the process of implementing the inception phase of Strengthening the Governance of Climate Finance to Promote Inclusive Climate Resilience in Asia Pacific. This will be the 3rd phase of Governance of Climate Change Finance which will be implemented in partnerships with UNCDF in 5 countries, Bangladesh, Cambodia, Nepal, Solomon Islands and Tuvalu.
