JOB DESCRIPTION

Background:

ELEVATE Nutrition (Enhancing Local Efforts for Vital, Transformative, and Evidence-Based Nutrition), funded by the U.S. Agency for International Development (USAID), is a five-year cooperative agreementled by FHI 360 in collaboration with Action Against Hunger, Bixal, CNFA: Cultivating New Frontiers in Agriculture, GEMNet-Health, and Oxford Policy Management. The project aims to advance local implementation of high-quality nutrition programs and policies to improve the nutritional status of women and children, particularly in the first 1,000 days. ELEVATE Nutrition will drive efforts to sustainUSAID technical leadership in nutrition, enhance locally driven nutrition programs and policies, and boostinnovative efforts to share learning and transfer knowledge.ELEVATE Nutritionhas active programs in Ghana, Mozambique, and Senegal, and is expected to open additional programs over the life of the activity. We seek a technical advisor to provide support to thecountry programs, particularlythe French-speaking country programs.

Job Summary:

The technical advisor will provide nutrition technical guidance, leadership, and support in multi-sectoral nutrition to ELEVATE Nutrition’s programs in Francophone countries, currently Senegal. S/he will also support other country programs and the global technical portfolio, as needed.S/he should have a demonstrated technical understanding of and experience providing technical assistance to multi-sectoral nutrition programming and be proficient in speaking, reading, and writing in French. S/he will build and maintain collaborative relationships with FHI 360 country office counterparts, USAID and local government counterparts.In collaboration with otherELEVATE Nutrition technical and program staff, s/he will provideleadership for the technical aspects of country program design andstart up andprovide technical assistance and capacitystrengthening to support program quality across the country programs.S/he will work with the capacity strengthening; monitoring, evaluation, research, and learning; and other technical teams to support ELEVATE Nutrition’s goal to advance evidence-based, local efforts for improving nutrition outcomes. S/he will also liaise with the knowledge management team to ensure that country learning is documented and shared. The technical advisor may supervise one or more staff members on the country programs team.

Accountabilities/Responsibilities:

Program Design and Implementation

  • Collaborate with USAID Missions, country stakeholders, and FHI360 country offices to design tailored, context-specific country program approaches, develop initial country work plans and budgets, and support country staff recruitment
  • Support ELEVATE Nutrition’s chiefs of party and country-based ELEVATE Nutrition teams to develop annualcountry work plans and budgets
  • Contribute to overall project work plan, budgeting, and reporting
  • Represent ELEVATE Nutrition to USAID, country stakeholders, government counterparts, global organizations and other relevant organizations, as needed

Technical Assistance and Program Quality

  • Provide virtual and in-person technical assistance to country teams to support program quality, including support to contextualize and adapt global guidance and best practices to specific country contexts
  • Maintain continuous dialogue and exchange with country technical staff and serve as the key point of contact for technical assistancefor multiple countries, coordinating technical support requests as needed
  • Review and provide feedback on technical deliverables and reports, ensuring the products meet project standards
  • Collaboratively identifycapacity gaps and develop and implement capacity strengthening activities with the country teams and capacity strengthening colleagues
  • Facilitate networking and collaboration across country programs and between global and country-based staff
  • Lead or provide technical support to global technical activities in topics such asmaternal, infant and young child nutrition; nurturing care; capacity strengthening diet quality; wasting;social and behavior change;or governance. This may include developing tools, documents, briefs, and other materials

Sharing Knowledge and Learning

  • Support ELEVATE Nutrition country teams onmonitoring, reporting, research, and evaluation activities
  • Work with ELEVATE Nutrition country counterparts and the knowledge management team to identify and document successful activities to contribute to global technical leadership; support country teams to draft publications and external technical and communication products
  • Support documentation and dissemination of country-based learning and its inclusion in project learning activities
  • Presenton behalf of ELEVATE in webinars, professional meetings, conferences, and working groups
  • Support local nutrition leaders to participate in global nutrition events assisting with preparation, e.g., abstract, poster, and presentation development

Applied Knowledge & Skills:

  • Demonstrated technical understanding of and experience providing technical assistance to multi-sectoral nutrition programming
  • Professional proficiency in written and spoken French required, fluency preferred.
  • Experience with strengthening capacity of local organizations and staff members
  • Strong program management skills and experiences
  • Ability to multi-task in fast-paced environment
  • Demonstrated ability to deliver high-quality technical products
  • Ability to work with technical teams across diverse contexts; demonstrated success providing technical assistance in complex environments
  • Excellent written and oralcommunication skills
  • Fluency in written and spoken English

Education:

  • Master’s Degree or its international equivalent in nutrition, public health, international development and/or related field.

Experience:

  • Typically requires 8+ years of experience providing technical assistance in nutrition programming at global and/or country level.
  • Experience working in USAID-funded programs essential.
  • Experience providing nutrition technical assistance in French-speaking countries essential.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization in subject matter area of expertise.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Willing to travel as required (25-30%)

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $115,000 – $135,000

International hiring ranges will differ based on location.
