WHY JOIN WFP?
JOB BACKGROUND:
The Early Warnings for All Initiative, spearheaded by United Nations Secretary-General António Guterres, is being effectively integrated into Mozambique. The Initiative was officially launched at a national workshop in November 2023, a Roadmap was designed in August 2024 and is currently being rolled out with the support of the National Institute for Disaster Management (INGD) and the National Institute of Meteorology (INAM), in close collaboration with the National Communication Institute (INCM) and the Mozambican Red Cross (CVM) and with the UN Resident Coordinator’s office.
The EW4All Roadmap provides an overarching framework for a coherent and consolidated Multi-Hazard Early Warning System program which could be embedded into Mozambique’s five-year development plan. The Roadmap seeks to embrace the whole of the meteorological value chain, from collecting weather and climate observations data, over to better forecasts and improved early warning systems up to better informed climate adaptation plans.
It is expected that this Mozambique EW4All Roadmap becomes an “early-warning sector plan” led by the Government, to ensure coordinated efforts in the long run.
A shortlist of eight activities was recommended for direct or indirect support by the WMO and close partners over the next three years. Each is aligned with a certain item in the Mozambican EW4All Roadmap. These activities will be led by either INAM or by the National Water Authority (DNGRH), or jointly.
JOB PURPOSE:
To provide effective coordination and specialized support to the National Meteorology Institute and Water Resources Authority, under Early Warnings for All Initiative.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
1. Support the Flash Flood Guidance System (FFGS) capacity-building: support FFGS training sessions to be provided by the South African Weather Services (SAWS) staff, to maximize FFGS understanding and use by National Institute of Meteorology (INAM) and National Directorate of Water Resources Management (DNGRH).
2. Provide general hydrometeorological support: facilitate coordination among government agencies to improve joint work and inter-agency data flows.
3. Participate in trainings and workshops provided by SAWS and other institutions, and coordinate and support INAM’s and DNGRH’s participation.
4. Support and follow up on the implementation of the INAM and DNGRH workplans for Early Warning for All (EW4All and Memorandum of Understanding (MoUs) with WFP.
5. Coordinate the implementation of all activities undertaken as part of the project to ensure its timely completion.
6. Follow up on day-to-day activities on the implementation of the EW4ALL related activities in coordination with the focal point.
7. Draft reports, briefings, concept notes, presentations and other relevant documents related to EW4All and other relevant activities.
8. Assist INAM and DNGRH staff on the reporting process of the activities implemented under the support of the WFP.
9. Any other duties as requested.
DELIVERABLES:
1. FFGS and other capacity building trainings are efficiently delivered and knowledge gained is maximized by INAM and DNGRH and integrated into each agency’s operations.
2. Summaries and handbooks of the trainings received by the institutions under the EW4All roadmap are produced.
3. Collaboration and data-sharing between INAM and DNGRH is improved, and critical Standard Operating Procedures are put into place.
4. Any other deliverable as requested.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• Has participated in implementing technical programs.
• Has implemented programmes with increased level of responsibility.
• Experience in reporting.
• Proficient in the use of office equipment and computer software packages, such as Microsoft Excel.
• Knowledge of work routines and methods in order to complete processes under minimal supervision.
• Ability to present information in the form of tables, charts and diagrams easily comprehensible
• Ability to identify data discrepancies and rectify problems requiring attention.
• Solid organizational skills including attention to detail and multitasking skills.
• Familiarity with the implementation procedures of government projects funded by WFP and other UN Agencies is considered an advantage.
• Previous work experience directly in connection with INAM or DNGRH is considered an advantage.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience: At least 7 years of relevant professional experience in Meteorology, Hydrology or any other related field.
Language: Fluency in both oral and written communication in English and Portuguese.
