JOB DESCRIPTION

UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

Global Portfolios Office (GPO), New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations to implement defined activities in support of The Development Coordination Office (DCO).

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the UN Development Coordination Office (UNDCO) as a stand-alone coordination office within the United Nations Secretariat. DCO assumed managerial and oversight functions of the Resident Coordinator (RC) system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). Under the UN development system reform, a reinvigorated RC system has been rolled out since 2019 and has created new frameworks, instruments, tools and platforms to support the RC system, and enhance accountability and transparency. UN Country Teams are now developing and implementing instruments at the core of the reform, such as the new generation Common Country Analysis (CCA) and Cooperation Framework, including via the UNSDG platform of UN INFO.

To improve development coordination, facilitate data harmonization and demonstrate the UNSDG’s contribution to Agenda 2030, DCO established the online UN INFO system. UN INFO digitizes a standard results framework based upon Cooperation Framework guidance with the ability to adapt to the unique context and user requirements of each UNCT. Accurate data management and analysis of information and data included in UN INFO, and other similar online platforms, is critical for accountability and transparency on the work and results of the UN development system and of the RC system.

Purpose and Scope of Assignment

UNOPS seeks to recruit a ICT Analyst – Reporting (Junior Data Analyst – Knowledge, Information, and Data Management) with experience in data management and analysis. The candidate must possess strong analytical skills, excellent visual, verbal, and written communication skills, basic knowledge of results-based management, and an understanding of the workings of the UN development system and UN coordination.

This position will support the Knowledge, Information, and Data team of DCO in data collection, cleaning, analysis, and reporting to enhance the effectiveness of UN INFO and other data management platforms.

The incumbent of this position will be personnel of UNOPS under its full responsibility

 

 

Under the direct supervision of the Knowledge Management Specialist within the Knowledge, Information, and Data team, the incumbent will be responsible for the following duties:

1. Data Collection and Management

  • Assist in collecting, cleaning, and validating qualitative and quantitative data from primary and secondary sources related to the CCA, Cooperation Framework, and other UN programming areas.
  • Support the maintenance and updating of databases and data systems, ensuring data integrity and security.

2. Data Analysis

  • Perform basic data analysis using statistical methods to identify trends, patterns, and insights in datasets.
  • Assist in interpreting data analysis results and preparing summaries and reports for internal and external stakeholders.

3. Data Visualization

  • Create clear and effective data visualizations, charts, and graphs to present data analysis findings.
  • Support the development of dashboards and reports using data visualization tools (e.g., MS Excel, Power BI, Tableau).

4. Support to UN INFO and Data Platforms

  • Provide user support to UN Country Teams (UNCTs) in utilizing UN INFO and other corporate platforms.
  • Assist in troubleshooting data-related issues and provide guidance to users on data entry and management procedures.

5. Documentation and Reporting

  • Contribute to the preparation of guidance documents, user manuals, FAQs, and training materials related to data management and UN INFO.
  • Assist in drafting reports, presentations, and communication materials to disseminate data findings and best practices.

6. Quality Assurance

  • Conduct data quality checks to identify and resolve inconsistencies, errors, and gaps in datasets.
  • Implement data validation procedures to ensure accuracy and reliability of data.

7. Collaboration and Coordination

  • Collaborate with team members and other stakeholders to support data-related initiatives and projects.
  • Participate in meetings, workshops, and training sessions to enhance data management practices.

8. Research and Continuous Learning

  • Stay updated on data management best practices, tools, and methodologies.
  • Assist in researching new data sources and methodologies to enhance data collection and analysis processes.

Education

  • A first-level university degree (Bachelor’s degree or equivalent) preferably in data science, statistics, mathematics, computer science, information management, economics, social sciences, or a related field with four (4) years of relevant experience is required; OR,
  • An advanced university degree (Master’s degree or equivalent) preferably preferably in data science, statistics, mathematics, computer science, information management, economics, social sciences, or a related field with two (2) years of relevant experience is desirable.

Work Experience
Required:

  • Relevant experience is defined as experience in data analysis, data management, statistics, information management, or a related area.
  • Experience with statistical methods and/or data analysis tools are required.
  • Proficiency in using Microsoft Office applications, including Excel, Word, and PowerPoint, is required.

Desirable (The following experience and skills are optional, candidates who do not have them are welcome to apply)

  • Experience with data visualization tools (e.g., MS Excel, Power BI, Tableau) is desirable.
  • Familiarity with programming languages (e.g., Python, R, SQL) is an advantage.
  • Knowledge of results-based management, project and programme cycle management, or similar business management approaches that rely on measurable performance indicators is desirable.
  • Some experience or familiarity with international development, the UN development system, or related fields is desirable.
  • Experience with data collection and data cleaning processes is desirable.

Language:

  • Fluency in English, (read, write, speak)) is required.
  • Knowledge of any of the other UN official languages will be considered as an advantage

Additional Considerations**

  • Even though the duty is indicated as Amman, Jordan, consideration will be given to allow the position to be home-based depending on the incumbent’s personal situation. For home-based positions, a location-specific fee scale is applied in determining the contractor’s fee.
  • The candidate will be required to be available during New York business hours for stakeholder collaboration and a few weekly meetings.
