Organizational Context

 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The IFRC launched its global Water & Peace program in 2023 to respond to increasing calls to prevent and reduce water-related instability and conflict. Adapting its broader HDP approach to the specific challenges of the water-security nexus, the overall goal of the IFRC Water & Peace program is that “the multiplier effects of water stress on drivers of instability and conflict in countries facing humanitarian crises are reduced”. To achieve this, the IFRC integrates humanitarian action, sustainable development and peacebuilding efforts to create a more holistic and effective response to complex water emergencies.

The IFRC MENA regional office has launched “H2O PEACE: Harmonizing Water Opportunities for Peace & community empowerment” programme in partnership and funding support from KOICA (Korea International Cooperation Agency) with the overall goal “Addressing water-induced community-level conflicts, and strengthening water systems, community adaptation and resilience building” in Iran, Jordan and Yemen. The programme is in alignment with the ongoing IFRC progressive plans in the field of water safety and security.

 

Job Purpose

 

The PMER Senior Officer will be based in Amman, Jordan and reports directly to the H2O PEACE Programme Manager.

The overall purpose of this position is to lead on the development and implementation of efficient, effective, and coordinated of all PMER tools, methodologies and approaches related to the H2O PEACE programme in close coordination and collaboration with country PMER officers of national societies and IFRC delegations.

The post-holder will also provide hands on technical support and advice as needed to delegations and national societies to ensure full compliance by conducting reliable planning, monitoring, evaluation and reporting and to support with evidence generation and knowledge management of the programme activities across the three countries (Jordan, Yemen and Iran)

 

Job Duties and Responsibilities

 

Planning

  • Develop PMER frameworks that reflect KOICA’s specific requirements within IFRC policies and procedures.
  • In line with IFRC PMER framework, develop and update a monitoring, evaluation, accountability and learning (MEAL) plan for the Programme.
  • Ensure effective monitoring, evaluation, reporting, accountability and learning mechanisms are in place and followed.
  • Conduct all PMER related activities in close coordination with the Programme Manager and the concerned delegations and NSS and with PMER and Quality Assurance Unit at the regional Office.
  • Support revision and updating of programme plans as required.

Monitoring

  • In line with approved plan, conduct regular monitoring of the programme and ensure a results-based management with the aim of ensuring accountability and producing evidence-based results.
  • In line with the PMER framework, and in coordination with Delegations and NSs and IFRC MENA Regional Office’s PMER and Quality Assurance Unit, conduct collection and analyses of project data to improve and strengthen programme quality, performance and impact.
  • When it is possible, conduct field monitoring visits, based on the approved M&E framework.
  • Build the capacities of NSs programme staff in PMER and the use of all relevant tools and processes including MEAL plans, Gantt charts, KPI, and indicator tracking tables (ITTs), baseline–endline studies, and matrixes to monitor objectives, indicators, and activities, as per IFRC guidelines; and provide all necessary technical assistance and/or training in furtherance of this objective.
  • In close coordination with the Regional Office, develop and disseminate key tools to monitor activities on Community Engagement and Accountability (CEA), protection, gender and social inclusion (PGI), and as well other key cross-cutting themes.
  • Establish feedback mechanisms tailored to the unique socio-political contexts of Iran, Yemen, and Jordan to ensure community engagement and accountability
  • Support NSs in developing innovative and accountable monitoring systems of their programmes in their respective parts of the programme.

Evaluation

  • In coordination with IFRC Delegations, RO and NSs, serve as the evaluation coordinator for all internal and externally implemented evaluations for the H2O PEACE programme, including the Midterm and/or Final evaluations.
  • Coordinate with KOICA and other stakeholders for mid-term and final evaluations, ensuring findings are actionable and contribute to broader HDP strategies.
  • Ensure use of evaluation results both within the programme and in a way that contributes to NSs and IFRC learning processes at Country, Regional and global level.

 

Job Duties and Responsibilities (continued)

 

Reporting

  • Facilitate the initiation and finalization of all mandatory reports and updates.
  • Ensure narrative reporting adheres to IFRC and KOICA-specific reporting formats, with particular attention to donor compliance and timely delivery.
  • Undertake quality control of the reports in coordination with the in country and regional office finance team, in the crosschecking of the narrative information so that it is in line with financial data.
  • Share finalized reports with the Strategic Partnerships and Resource Mobilisation team for their submission to the donors.
  • Keep the Strategic Partnerships and Resource Mobilisation team and other stakeholders informed about the state of the draft reports for donors.
  • Follow up with budget holders on reports due and overdue.
  • Ensure timeliness and compliance with standard IFRC and donor reporting requirements.

Accountability and Learning management

  • Document and disseminate lessons learned specific to water security challenges and peacebuilding in the three programme countries.
  • Promote the culture of accountability across the programme
  • Lead the standardization of a beneficiary accountability system for the programme
  • Incorporate needed processes in PMER systems and guidelines to ensure sharing of lessons from M&E and Accountability systems within programme countries.
  • Document and promote good practices, knowledge management and institutional learning around monitoring and evaluation approaches to be included in programme deliverables.
  • Promote the adoption of new and relevant technologies for M&E data collection, including the use of Artificial Intelligence (AI) mobile data collection; web-based program management systems; data collection, analysis, and visualization software; and learning platforms for PMEAL.

Capacity building and general support:

  • Provide context-specific technical assistance, prioritizing the capacity building of National Societies in MEAL systems tailored to KOICA requirements.
  • Provide technical assistance and guidance for assessments, planning, monitoring, evaluation and reporting of related programmes and operations.
  • In coordination with the Regional Office, support NSs in the development, use and institutionalization of planning, monitoring, evaluation and reporting guidelines, templates and tools within the H2O PEACE programme.
  • In coordination with the Regional Office, support and assist the concerned NSs in improving their MEAL processes, procedures and systems.
  • In coordination with the Regional Office, contribute to strengthening the development of MEAL technical capacity of concerned NSs’ staff through training, workshops and/or capacity building initiatives.
  • Other tasks requested by the line manager.

Education

 

  • Bachelor’s degree in social sciences, international development or related field, experience over education will be considered. Required
  • Further trainings related to Project Cycle Management, Monitoring and Evaluation, Data management. Required
  • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience (preferably regionally or internationally) Preferred

 

Experience

 

  • 5+ years of working and management experience in the specialist area of expertise, included demonstrated experience in project cycle management and building accountability and learning management systems. Required
  • Experience in working in a non-profit organization or humanitarian organization Required
  • Demonstrated experience in data management and modelling (Excel, Tableau, Power-Bi, GIS, Microsoft Office Suite and data analysis software) and reporting mechanisms Required
  • Experience in implementation of monitoring and evaluation systems for projects, programmes and emergencies Required
  • Sound background of social research methodologies, including a highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences Required
