JOB DESCRIPTION

Org. Setting and Reporting
The position is located in the Budget and Finance Section of the United Nations Mission in South Sudan (UNMISS), duty station Juba. Juba is classified as a “E” hardship duty station and is a non-family duty station. The incumbent will report directly to the Chief, Budget and Finance Section.
Responsibilities
Under the supervision of the Chief, Budget and Finance Section, the incumbent will be the Chief of the Substantive Finance Unit, and will be responsible for the following duties: • Acts as Approving Officer under Financial Rule 105.4 and 105.7 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. • Prepares cost estimates and budget proposals, in terms of the Mission’s resourcing requirements for programmatic activities, quick-impact projects and activities funded under extra-budgetary resources and programme support costs; reviews, analyses and revises data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs for assessed funds and donor-related requirements for extra-budgetary resources. • Prepares inputs for the budget performance reports of the Mission on programmatic activities and quick-impact projects, and ensures that correct and accurate data and intonation are provided by the various programme /fund centre managers in compliance with the Controller’s instructions, including adequate variance explanations between approved budget and actual expenditures. • Provides support to programme/fund centre managers in substantive sections with respect to the elaboration of resource requirements for budget submissions. • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Administers the allotments for extra-budgetary resources and programme support costs in accordance with the established procedures including redeployment/reallocation of funds. • Advises and ensures that valid year-end budget commitments for programmatic activities and quick-impact projects confirming with established procedures, are valid for carrying forward. • Provides support in processing Programmatic Activities through Umoja Implementing Partner module. • Provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief, Budget and Finance Section. • Provide support to all Umoja users by serving as Umoja Finance Security Liaison Officer and Local Process Expert (LPE) in Umoja Finance and Budget modules (ECC, BPC, SMA, IP). • In the absence of the Chiefs of Budget Unit or Finance Unit, oversees the daily operation of the Office. • Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, finance or in a related area is required. A first-level university degree in combination with two additional years of qualifying experience in accounting, budget or finance may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in finance, budget, business administration or related area is required. Experience in cost management, budget formulation financial monitoring, accounting, audit, financial reporting or other related areas is required. Extensive experience in using SAP for performing transactions and Business Intelligence/Analytics tools for reporting is required. At least three (3) years of extensive experience in Umoja Business Planning and Consolidation (BPC) is required. Experience in the management of cash operations in a field mission is required. Experience in Grantor Module and IPMR (Integrated Planning, Management and Reporting) is desirable. Experience working with international or multi-national organizations in a volatile, conflict or post conflict settings is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
