JOB DESCRIPTION

What we are looking for:

NRC is seeking an experienced Programme Quality Project Manager to drive the consolidation and implementation of NRC’s One Response and Programme Quality initiatives. The role involves reviewing and unifying existing frameworks, tools, and guidance to ensure consistency across operations. Key responsibilities include rolling out these consolidated elements through training development and delivery, piloting new approaches in the field, and facilitating successful implementation at all organizational levels. Additionally, the position requires close coordination with colleagues across NRC’s global structure – including country offices, regional teams, representation offices, and head office – to communicate progress and implement changes needed to meet strategic sub-objectives.

The ideal candidate will have a strong passion for programme quality and evidence-based practices, coupled with extensive experience in programme design and implementation.

What you will do:

Some of your specific responsibilities include:

One Response

  1. Finalize the visual representation of the One Response and consolidate guidance for the One Response Design Process.
  2. Develop training materials, organize Training of Trainers sessions and roll-out one response design process in additional countries.
  3. Enhance guidance on needs analysis, focusing on secondary data and gap identification, and link barriers analysis to protection risks within the One Response framework.
  4. Clean up and reorganize the Integrated Programming SharePoint to ensure alignment with the updated One Response guidance and tools and create a new platform if relevant.

Programme Compliance

  1. Finalize and enhance the Programme Compliance Framework, including visual representation and key processes.
  2. Collaborate with regional teams to build on initial work and strengthen compliance efforts across regions.
  3. Ensure each Core Competency and thematic area develops clear Minimum Requirements, including relevant indicators and processes.
  4. Oversee the alignment between the Quality Assurance Tool (QAT) and the Programme Quality Framework, supporting a cohesive approach to quality assessment.

What you will bring:

  • Minimum 6 years of relevant leadership/management/adviser experience within the humanitarian field
  • Evidenced experience of programme development, including developing multi-sectoral tools and guidance for programme design.
  • Understanding of and experience from leading scoping exercises, organisational change and learning processes – preferably including global initiatives in a complex international organisation.
  • Good understanding of governance and systems within complex international organisations.
  • High level of understanding of organisational learning, and the role and contribution of M&E to evidencing impact.
  • Familiar with programme quality standards and trends in the humanitarian community, and a network to draw on to gather further insights.
  • Ability to work collaboratively with colleagues, in person and remotely.
  • Credibility to represent NRC at a strategic level, and contribute to global policy developments with senior management, key donors and stakeholders
  • Familiarity with advocacy and policy work to complement programmatic action.
  • Head of Programme experience – or similar – is an asset.
  • Fluency in English both written and verbal. Knowledge of Spanish, French and Arabic is an asset.
  • Passionate about delivering high-quality programmes and driving organisational change.
  • Able to navigate and thrive in complex organisational structures and governance systems.
  • Skilled at working collaboratively with a diverse range of colleagues, both in person and remotely.
  • Adept at balancing leadership responsibilities with individual contributions, enjoying a mix of strategic oversight and hands-on development.
  • Strong ability to develop user-friendly tools, frameworks, and guidance for programme quality improvement.
  • Excellent communicator with strong oral and written communication skills, capable of engaging stakeholders at all levels.
  • Flexible and adaptive, able to shift between leading projects and supporting the work of others across different technical areas.

What we offer:

  • Duty station: Norway, NRC Representative Offices in Germany, Belgium, or the UK, or locations where NRC offers employer of record services (Finland, Italy, Spain, Sweden, France, Netherlands, and Denmark). We are also open to hosting the position in any other country where NRC has an office, provided the candidate is a national of that country.
  • Contract: 1 year.
  • Travel: 40%
