JOB DESCRIPTION

The Finance Officer will support the EpiC Kyrgyzstan Associate Director of Finance in financial management, administration and other operational functions of the office. Reporting to the Senior Finance Officer, they will also assist in project accounting, record keeping, travel coordination, procurement, inventory management, and logistics support for EpiC staff and activities. In addition, when needed they will be a country point of contact on DPA technical support team, act as a country focal point for managing files and other data within the office and ensure compliance with FHI 360, PEPFAR and USAID rules and regulations. This position will be based in Bishkek, Kyrgyzstan.

KEY JOB RESPONSIBILITIES:

  • Provide support to project finance, DPA activities within FHI 360 and USAID guidelines and regulations.
  • Assist the Senior Finance Officer with overarching project financial management tasks.
  • Collects and checks all supporting documentation for bank payments (checking the supporting documents for invoices, acceptance certificates, bids, etc.).
  • Responsible for timely and properly preparing the vouchers for bank payments.
  • Responsible for preparing bank payments in the online banking system: payments, conversion, cash deposits, etc.
  • Responsible for timely and proper entering of the financial data into DPA, GFAS, and 1C systems.
  • Daily bank account reconciliation.
  • Reconciliation of assets, inventory (Inventory list versus 1C software)
  • Ensure accurate record keeping of the financial and administrative documentation.
  • Calculate per diems and travel expenses, review TERs, and calculate taxes for per diems and other travel expenses.
  • Serve as a focal point for the DPA support team.
  • Monitoring of contracts, extension/modification n DPA
  • Compiling of documents from vendors and creating receipt notes in DPA
  • Performs other relevant duties as assigned by the Senior Finance Officer.

MINIMUM REQUIREMENTS:

  • Higher education or its international equivalent in business, accounting, finance, or economics.
  • Minimum 5 years of relevant work experience at International NGOs;
  • Experience with 1C accounting software;
  • Ability to interpret financial and other quantitative information and reports.
  • Must exhibit high levels of professionalism, integrity and ethical values at all times.
  • Able to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Knowledge of the local legislation in financial reporting requirements.
  • Excellent written and oral communication skills.
  • Strong knowledge of Microsoft Office applications (Excel, Word, PowerPoint, etc.).
  • Fluency in English and Russian is required; fluency in Kyrgyz is an added advantage.

TRAVEL REQUIREMENT:

  • 5-10 %, mostly within the Kyrgyz Republic
