Org. Setting and Reporting

The Head Health Policy and Planning reports to the Director of Health.
Responsibilities
– Advises Health Department staff on the formulation, implementation, and evaluation of UNRWA health policy, particularly on technical aspects of programme implementation and achievement of expected results; supports the design and management of effective information flows to, from and within the health sector ensuring awareness of, and adherence to key planning deadlines. – Provides support to the Director of Health in planning, monitoring and evaluation of interventions related to human resources for health, integrated health information systems, monitoring the achievement of major global, regional, and national targets (MDGs); enhances and facilitates interaction with other relevant sectors on cross-sectoral issues. – Contributes, through regular assessment, to the improvement of health services performance to provide quality health services that are efficient and equitable. – Provides support for the development of strategic orientations such as policies, strategic plans and guidelines related to strengthening of UNRWA Health Programme. – Designs and leads epidemiological research studies; advises the Health Department staff on identifying and conducting research and on the use of research findings. – Uses available and developed managerial tools for monitoring, evaluation, and reporting; produces regular reports on implementation and achievements; ensures quality and standards in adherence to WHO guidelines. – Provides in-house training and organizes seminars on strategic and operational planning processes for UNRWA staff at HQ and Field levels.

Education
An advanced degree (Master’s or equivalent) from an accredited educational institution in Public Health, with focus on Health Services Management or a related discipline and a university degree from an accredited educational institution in Medicine is required.

Work Experience
At least seven years of progressively responsible relevant experience in public health management including planning processes, policy formulation, performance management, monitoring and evaluation in a large governmental or international organization is required. Five years of experience at an international level in planning, implementing, monitoring, and evaluating health systems’ delivery programs is required. A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required.
Languages
– Excellent command of written and spoken English. – Knowledge of Arabic is desirable.

This is a UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension. The incumbent may be asked to travel throughout UNRWA’s five fields of operation based on operational requirements.
